The contract has an indicative total duration of 4 years, which includes 1 year for studies, 2 years for works, and 1 year for warranty.

Key milestones and phases include:

• Diagnostic: 3 months for realization, starting from the contract notification, followed by 6 weeks for validation by the contracting authority (MOA).
• Avant-Projet (AVP): 4 months for realization, starting from the date specified on the service order (OS), followed by 6 weeks for validation by the MOA.
• Projet (PRO): 3 months for realization, starting from the date specified on the OS, followed by 6 weeks for validation by the MOA.
• Dossier de Consultation des Entreprises - Acte d'Engagement (DCE-ACT):
• Realization of DCE: 4 weeks from the OS date, with 2 weeks for validation by the MOA.
• Verification of candidatures and offers, and assistance with negotiation, including establishing the provisional offer analysis report (RAO): 2 weeks from the transmission of offers to the contracting authority's representative (MOE), with 2 weeks for validation by the MOA.
• Realization of the definitive RAO and assistance with contract finalization: 2 weeks from the transmission of negotiation responses to the MOE, with 2 weeks for validation by the MOA.
• VISA: 2 weeks for presenting documents to be endorsed, followed by 2 weeks for validation by the MOA.
• Direction de l'Exécution des Travaux (DET):
• Notification of service order (OS) to the entrepreneur: 7 calendar days from the request email, or 2 days in case of urgency.
• Drafting and dissemination of site meeting reports: 2 days after the site meeting.
• Tranche Ferme (TF):
• Opinion on subcontracting requests: 5 calendar days from receipt of the request, or 7 calendar days if received via Chorus.
• Verification of monthly contractor statements: 7 calendar days from receipt of the request via Chorus.
• Verification of final contractor statements: 20 calendar days from receipt of the request via Chorus.
• Instruction of claims: 15 calendar days from receipt of claims for realization, with 2 weeks for validation by the MOA.
• Assistance aux Opérations de Réception (AOR):
• Proposal for reception (EXE 5): 5 calendar days from the Operations Preliminary Meeting (OPR).
• Submission of the lifting of reservations report (EXE 8 and 9): 5 calendar days from the reservations lifting meeting.
• Verification of the as-built documents (DOE): 1 month from receipt of the DOE by the MOE, with 2 weeks for validation by the MOA.
• Document synthesis: 21 calendar days from the OS date, with 2 weeks for validation by the MOA.
• TF and Optional Tranches (TO 1 to 8):
• Document revisions: 15 calendar days from the MOA's request email, with 2 weeks for validation by the MOA.

The provisional financial envelope was established based on the program of operations as of 28/01/2026.

The core scope of work for this tender is divided into a firm tranche (Tranche Ferme) and an optional tranche (Tranche Optionnelle).

The Firm Tranche includes the following missions:

• Diagnostic (DIA): This phase involves identifying all problems, analyzing the current functioning of the system, defining and dimensioning the main characteristics of future work programs, and proposing several technical and financial scenarios. It also requires establishing a report with precise descriptions of hydraulic structures, their operating mode, identification of current weaknesses, and plans of the structures.
• Avant-Projet (AVP): This phase entails meeting with the contracting authority and operator, reviewing available documents (studies, plans, hydraulic models, functional analyses), verifying pumping group characteristics, providing a precise description of hydraulic works, pumping, and remote management systems, and conducting a critical analysis to define potential improvements and necessary future work.
• Projet (PRO): This involves defining the program of tests to verify proper dimensioning and execution of works, considering feedback from the technical controller and SPS coordinator, establishing a provisional cost for the works, and preparing a project document that includes a technical note, a test program, characteristics of automation and supervision, detailed plans, and a breakdown of the provisional cost.
• Assistance pour la passation des contrats de travaux (ACT-DCE): This mission focuses on preparing the tender documents (DCE) for work contracts, which includes technical and financial documents (CCTP, BPU/DQE or DPGF). It also covers verification of applications and offers, assistance in negotiation, drafting the definitive tender analysis report (RAO), and aiding in the finalization of the contract.
• VISA: This is a specific mission element.
• Direction de l'exécution des contrats de travaux (DET): This involves managing the execution of the work contracts.
• Ordonnancement, pilotage et coordination (OPC): This concerns the scheduling, steering, and coordination of the project.
• Assistance aux opérations de réception (AOR): This entails providing assistance during the acceptance operations for each of the structures.

• TO n°2 - MC 2: Diagnostic structure (Structural diagnosis)

The indicative duration for the overall project is 4 years, comprising 1 year for studies, 2 years for works, and 1 year for warranty. The estimated financial envelope for the works, excluding waterproofing of the SBV and Gallets pumping, is 1,700,000 € HT.
