TENDER DESCRIPTION

This design competition is organized with a view to awarding the project management contract for the rehabilitation and extension of the Nemours media library. It includes a new construction component and a rehabilitation part within the library. Since 1980, the Nemours library has been housed in an 18th-century building located on the edge of the Loing river. The ground floor of the building was severely damaged by a flood in June 2016 and underwent rehabilitation works in 2020 (at constant surface area). The library's surface area is very insufficient compared to the number of inhabitants and the structuring role of the media library in the Pays de Nemours territory. Furthermore, it no longer meets the expectations of a modern media library. The project must address this situation. The facility desired by the municipality aims to be a true living and exchange place for the entire population, whether familiar with cultural practices or not. A programming study conducted in 2017 and updated in 2023 enabled the establishment of a needs program in consultation with the services of the city of Nemours.
