The core scope of work for this tender involves the execution of a Preliminary Design (Avant-Projet Sommaire - APS) mission for a project aimed at establishing electrical power supply to container ships at the quays of the FOS 2XL SUD and 2XL NORD (+ Graveleau) terminals. The study area covers the container terminals of Fos (Fos Graveleau, Fos 2XL Sud, Fos 2XL Nord, Fos 3XL) within the Western Basins of the Grand Port Maritime de Marseille (GPMM) in FOS.

The high-level summary of the Statement of Work and core deliverables includes:

• Preliminary Work: This involves a site visit to the study/work zone, creation of a photographic dossier, development of a simplified diagram, and conducting various surveys (dimensional, materials, etc.).
• Preliminary Design Studies (APS): These studies encompass several key areas:
• Energy Design: Detailed power balance calculations (including losses), an assumptions and synthesis note for the power balance, HTA synoptic and single-line diagrams, functional analysis of the conversion system requirements, a modeling assumptions note focused on optimizing conversion cascades, a preliminary cable schedule, and a technical and economic benchmark.
• Buildings and Soils: This includes preparing geotechnical reconnaissance specifications, conducting G1 level geotechnical studies per zone, providing plans of existing and projected concession networks, an electrical network cross-section plan, a building implantation dossier, and a typical structure dimensioning plan.
• Costs and Planning: This involves an APS financial estimation, developing a project plan that integrates all design phases up to commissioning, and a planning risk analysis note.
• Deliverables per Solution: Each proposed solution will be presented in an independent file detailing the provisional cost of works, the work execution schedule, and any proposed adaptations to the program.
• Complementary Studies: The mission also requires proposing additional structural, geotechnical, and/or physico-chemical reconnaissance, inspections, or auscultations deemed necessary for project development.

The perimeter of the APS specifically integrates Delivery Points B and C (PDL B and C), the electrical distribution systems from these PDLs to the quaysides, voltage and/or frequency transformers, shore connection boxes (borne or pit), and Cable Management Systems (CMS).
