The contract becomes effective on the date it is signed by the parties; if signed on different days, it is effective on the day the last party signs. The contract is for a maximum fixed term of eighteen (18) months from its effective date.

Key milestones and phases include:

• The Contractor must start development immediately, but no later than 5 (five) working days after the contract is concluded.
• The mobile application development must be completed within four (4) months from the contract's effective date, making it ready for client testing. This period includes developer testing and bug fixes.
• After the application is available for client testing, the Client has two (2) weeks to perform testing.
• If errors are found during client testing, the Contractor has a maximum of three (3) weeks to correct them.
• The total duration for client testing, fixes, and any subsequent re-tests and additional fixes cannot exceed two (2) months from the date the mobile application is made available for client testing.
• The development phase concludes with a successful handover-acceptance process once testing and bug fixing are completed.
• Following the successful handover-acceptance of the development phase, a one (1) year service period commences, during which the Contractor must provide operation of the mobile application.

The core scope of work for this tender involves two main areas:

1. System Development: This includes the full-scale development, testing, delivery, and implementation of a comprehensive system, adhering to specific technical descriptions and functional requirements outlined in Annex 1 of the contract. Key development requirements include:

• Version management with clear identification and restorability.
• Portability for seamless migration during infrastructure changes.
• Use of long-term support (LTS) components and easy upgradability.
• Implementation in a multiplatform framework (Progressive Web Applications are not acceptable).
• Conducting developer tests (unit, integration, system tests) with accompanying documentation.
• Preparation of test cases for User Acceptance Tests (UAT).
• Detailed documentation of API endpoints.
• Integration with at least one payment gateway, the client's SMTP server for email notifications, and the Central Registration System (KNYR) via API for querying and updating company data, including two-way communication.
• Ensuring information technology security, data protection, and robust data/input validation.
• Data synchronization with KNYR, including automated data population for company linking and updating official data, while safeguarding public data from direct overwriting by the application.
• Development of an administrator interface to manage customer service inquiries, edit FAQs, and export various data types (user information, content, logs, survey responses, company profiles, payment data).
• Implementation of content management capabilities, allowing the creation and management of diverse content types (e.g., news, events, tenders, educational materials, surveys) with customizable forms and role-based access.

2. System Operation and Support: Following the system's delivery and acceptance, the contractor is responsible for ensuring its continuous use and operation throughout the contract period. This encompasses ongoing product support, including:

• System monitoring to ensure compliance with current legal regulations for the system and its generated documents.
• Continuous system updates and necessary bug fixes.
• Providing support tasks related to the system's operation.
• Maintaining data security, recognizing that all data recorded in the system is the client's property.
• Ensuring the system, including all its versions, remains continuously functional and meets the client's specified objectives, requirements, and the expected functionality of similar systems.
• Adhering to a defined schedule (Ütemezési Terv) for the development process.
