The contract becomes valid on the day it is signed by both parties and takes effect the day after its publication in the Central Register of Contracts.

The total duration for the realization of the work is planned for 22 months from the effectiveness of the contract, covering phases 1 to 4. Subsequently, standard technical support and development services (phase 5) will be provided for 36 months from the effectiveness of the final acceptance protocol. The contract concludes upon the fulfillment of all obligations by the contractor.

Key milestones and phases include:

• Phase 1: Analysis and detailed solution design - to be completed within 6 months from the contract's effectiveness.
• Phase 2: Information system development - to be completed within 16 months from the contract's effectiveness.
• Phase 3: Information system testing - to be completed within 20 months from the contract's effectiveness.
• Phase 4: Deployment and training - to be completed within 22 months from the contract's effectiveness.
• Phase 5: Standard technical support and development services - 36 months from the effectiveness of the final acceptance protocol.

The core scope of work for this tender involves the comprehensive modernization and development of the web portal for the Statistical Office of the Slovak Republic.

The Statement of Work summary includes:

• Analysis and Detailed Design: This covers analysis of the current state, design of the target architecture, UX/UI design, and a detailed functional and technical specification.
• Information System Development: This entails the implementation of a modern Content Management System (CMS), development of frontend and backend components, visualization tools, and integration interfaces.
• Content Migration: Migration of existing content and data based on a defined migration matrix.
• Integration: Integration with existing data sources, information systems, and APIs.
• Testing: Comprehensive testing including functional, integration, security, performance, and User Acceptance Testing (UAT).
• Deployment: Deployment of the solution to the public procurer's production environment.
• Documentation and Training: Delivery of necessary documentation and training for users and administrators.
• Handover of Source Codes: Provision of all source codes.
• Post-Implementation Services: Provision of warranty, standard technical support (SLA), and development services for a period of 36 months.

Key deliverables and functionalities include:

• A new presentation layer (frontend) for the web portal: This features a responsive web interface optimized for desktop and mobile devices, user-friendly information architecture and navigation, advanced search capabilities, multilingual support (Slovak and English), content sharing integration, and compliance with WCAG 2.1 (level AA) and ID-SK design manual.
• A central open-source Content Management System (CMS): This CMS will support multiple websites/miniportals, offer a modular architecture, manage user roles and access rights, provide tools for content creation and management, include SEO support, URL management, and document management with export capabilities.
• Specific end-user services: These include providing selections from statistical databases, access to statistical products (e.g., informative reports and publications), and information about statistical data (metadata).
• Reporting features: Integration with Google Analytics and custom CMS reporting for website traffic, page views, document downloads, and search queries.
• Logging: Implementation of detailed logging for system usage, including login/logout, user/group modifications, attempts to access sensitive data, critical operations, with real-time read-only integration interfaces, integrity measures, and archiving for a minimum of 6 months.
