TENDER DESCRIPTION
This tender seeks a comprehensive energy monitoring service, encompassing the supply and installation of various meters (electricity, gas, water, photovoltaic, SHAYP), along with a robust software platform and visualization tool for data management and reporting. The solution must feature a user-friendly French interface, support multiple users, manage diverse energy and environmental data conforming to regional PEB regulations, and be accessible via web browsers and mobile devices. Required technical specifications include interoperable sensors with specific accuracy and environmental ratings, supporting wired (Modbus RTU/TCP, M-Bus) and wireless (LoRaWAN, NB-IoT, LTE-M, Zigbee, Bluetooth Low Energy) protocols, and secure data transmission via TLS, VPN, or AES 256 encryption. The framework agreement spans six years, with individual public body contracts renewing annually, and bidders must demonstrate a minimum average annual turnover of €2,000,000 over the last three years to ensure long-term stability. Quarterly sales reporting and comprehensive documentation, including an As-Built file and product inventory, are also mandatory deliverables.
TENDER BRIEF
The contract timeline is as follows:
The framework agreement has a total duration of 6 years. It commences on the first calendar day following the notification of its conclusion to the successful bidder, or on an alternative date specified by the Contracting Authority during the notification process.
Subsequent contracts for Public Bodies (POB) are for a duration of 12 months. Following this initial period, these contracts are tacitly renewed annually until the framework agreement concludes. A POB contract begins the day after the notification of the subsequent contract, which corresponds to the placement of the order on the platform. All POB contracts automatically terminate if the framework agreement ends.
Key milestones and phases mentioned include:
- Two presentation days are scheduled to explain the program's functionalities.
- The successful bidder is required to provide quarterly sales reports in an electronic, structured, and usable format (e.g., Excel) by no later than the 5th working day.
- The final format for these reports must be submitted for approval by the contracting authority at the beginning of the contract execution.
- At the end of the contract, the successful bidder must provide the CMEC with a cumulative list detailing delivered items, quantities, and values by reference.
- Invoices will be issued, with the first one in June 2026, and subsequent invoices in January of each year, payable within 30 days of the invoice date.
- Upon termination of the contract, it must be possible to export raw data for the preceding 5 years, and all raw data must be destroyed by the successful bidder after this transfer.
The Contracting Authority can terminate the framework agreement at any time, without justification, by providing a 6-month prior notice, effective from the month following its dispatch. A POB can terminate its contract at the time of annual renewal with one month's prior notice via registered mail, with the notice period starting from the month following its dispatch.
