TENDER DESCRIPTION

The subject of the procurement is a payroll and HR system that also includes a travel management section. The system is acquired as a SaaS service and includes implementation and usage support. The system must support collective agreements for the municipal sector (KVTES, OVTES, TS and TTES) and enable management of the employment relationship lifecycle, payroll payment processes, and include comprehensive reporting. The City of Naantali considers it important that ownership and development rights of the system are under the provider’s control, so that we can ensure the continuity of payroll services and the system’s capacity for development during the contract period. The system to be procured operates as the primary master data source for basic and employment relationship data related to personnel for other city systems. It must support single sign-on (SSO) using Microsoft 365 credentials (SSO, Entra ID (Azure AD) integration).
