TENDER DESCRIPTION
The subject of the procurement is a payroll and HR system that also includes a travel management module. The system is procured as a SaaS service and includes implementation and user support. The system must support the municipal sector collective agreements on terms of service and employment (KVTES, OVTES, TS and TTES) and enable management of the lifecycle of an employment relationship, payroll payment process(es), and must include comprehensive reporting. Naantali City considers it important that ownership of the system and development rights are under the provider’s control so that we can ensure the continuity of payroll services and the system’s development capability during the contract period. The procured system will function as the primary master data source for basic and employment-relationship data related to personnel for other city systems. It must support single sign-on (SSO) operated with Microsoft 365 credentials (SSO, Entra ID (Azure AD) integration).
