The contract duration is 7 months. The contract starts from the date of mutual signature.

Key milestones and phases are as follows:

• Phase 1 (Conceptual design):
• Preparation of the conceptual design with visualizations: 30 calendar days from the contract signing date.
• Client's selection of the conceptual design variant: 10 calendar days from the delivery of conceptual designs.
• Preparation of the building's description and graphic representation on the cadastral plan, and submission of requests for special conditions and connection conditions: 15 calendar days from the Client's confirmation of the accepted conceptual design.
• Phase 2 (Main project and building permit application):
• Preparation of the main project and submission of the building permit application: 60 calendar days from the receipt of notification regarding determined special conditions.
• Phase 3 (Execution project and bill of quantities):
• Preparation of the execution project and bill of quantities: 60 calendar days from the submission of main projects, to be completed in parallel with the permit issuance process.

The time required for obtaining special conditions and building permits is not included in the execution period. The contract's execution period can be extended only if both the Client and the Contractor mutually agree and deem the reasons justified. Any request for extension must be submitted in writing at least 15 days before the contractual deadline expires.

The core scope of work for this tender is the procurement of services for the development of project-technical documentation for the reconstruction and conversion of a building in the Gerovo locality, intended for the establishment of a Home for the Elderly.

The Statement of Work (SOW) is structured into three main phases:

1. Phase I: Conceptual Design (Idejno rješenje): This phase involves creating a conceptual design with visualizations, developing a description and graphic representation of the building on the cadastral plan, and submitting requests for the determination of special construction conditions and connection conditions. The conceptual design must elaborate on urban, design, functional, technical, building-physical, economic, energy, biological, and ecological aspects and include 3D visualizations of the exterior and characteristic interior rooms. This phase has specific deadlines: 30 calendar days for the conceptual design with visualizations, 10 calendar days for the client to select a variant, and 15 calendar days for the description, graphic representation, and submission of requests for special and connection conditions.

2. Phase II: Main Project (Glavni projekt): This phase focuses on developing the main project and submitting the application for a building permit. The main project must encompass several sub-projects, including architectural design (with energy efficiency and thermal protection), structural design, electrical installations, mechanical installations (heating, cooling, and ventilation), water supply and drainage, vertical transport (lift), equipment and furniture, landscaping and parking areas, a maintenance plan, a work execution plan, a fire protection study, an occupational safety study, and a detailed cost estimate categorized by project maps with a recapitulation. Other relevant projects or studies mandated by specific laws for this type of building are also required. The deadline for this phase is 60 calendar days from the notification of determined special conditions.

3. Phase III: Execution Project (Izvedbeni projekt) and Bill of Quantities (Troškovnik): This phase entails the creation of the execution project and a bill of quantities suitable for public procurement procedures. The execution project requires photorealistic 3D visualizations of the exterior and interior, covering at least all facades, a characteristic room, the living room, and the entrance area, provided in a graphic format that allows client editing and presentation use. The bills of quantities for all trades are to be prepared in accordance with the execution project and the Public Procurement Law, separated into two documents (works and equipment), and submitted in .xls(x) format. The descriptions within the bill of quantities must be clear, precise, and enable comparability of offers. This phase must be completed within 60 calendar days from the submission of main projects to the client, running concurrently with the permit issuance process.

Additionally, the contractor is obligated to adapt the project documentation to any minor changes in legal regulations that do not incur significant additional costs within the agreed amount.

Deliverables for each stage are required in specific formats:

• Conceptual design: 1 digital copy.
• Main project: 3 printed copies + 1 digital copy.
• Execution project: 4 printed copies + 1 digital copy.
• Bills of quantities: 1 digital copy in .xls(x) and .pdf format, including versions with and without prices.

The estimated value for this procurement is 120,000.00 EUR. The contract duration is 7 months, commencing from the mutual signing of the agreement. The execution location is Primorsko-goranska županija, Slogin kula 2, 51000 Rijeka.
