Naval Architecture Support for Vessels Replacement Project

The Statement of Work (SOW) summary and core deliverables can be broken down into three main parts:

Part A: Procurement & Negotiation Support (Pre-contract award)

• Evaluation of shipyard bids at each stage of the negotiated procedure process.
• Participation in evaluation panels for discussions and moderation.
• Input into preparation and attendance at negotiation sessions.
• Handling technical clarifications.
• Assisting the project team in understanding technical risks.
• Supporting risk allocation and incentivization decisions.
• Working with legal and commercial advisers to ensure negotiations deliver the best outcome and comply with applicable laws.
• Providing advice on technical aspects of the contract and any review processes.
• Explaining the rationale behind preferred technical solutions and assessing implications of proposed design choices.
• Advising on alternative proposals or value engineering.
• Supporting decision-making prior to contract award.

Part B: Build, Design Approval, Support, Supervision & Acceptance (Post-contract award)

• Providing technical input and supervision during the design stages of the design and build contract.
• Monthly attendance during the build phase by Naval Architecture Staff (not supervision staff).
• Review of design submissions, changes, and deviations (bidders should price based on review of 200 reports).
• Attendance at Factory Acceptance Tests.
• Full participation in trials and final acceptance, envisioned as one week of harbor and one week of sea trials.
• Provision of suitably qualified staff for yard-based supervision throughout the build, including a Lead site supervisor (from steel cutting to delivery), Steelwork supervisor (from steel cutting to launch), Machinery engineer (from main engine installation through delivery), and an Electrical Engineer (2-3 times a month).
• Support during steel fabrication, machinery installation, and electrical installation.
• Review of planning approvals submitted by the shipyard in consultation with the Marine Directorate.
• Providing input into acceptance criteria and reviewing plans and drawings with recommendations to the Marine Directorate.
• Advising on compliance with class, flag, regulatory, and environmental requirements.
• Supporting early design assurance (drawing and equipment reviews).
• Advising on readiness for major milestones.

Part C: Ad-Hoc Requests

• The Consultant shall provide a rate card for Junior Engineer, Engineer, Senior Engineer, and Principal Consultant for requirements that may emerge during the project.
• These requests will be commissioned through a separate Statement of Work (SOW) process, agreed upon in writing between the Service Provider and the Marine Directorate.

Fixed prices will apply to Parts A and B, which include the review and update of existing concept design packages, technical specifications, and associated deliverables. Ad-hoc services (Part C) will be charged via a rate card.
