1. Procedure The procurement procedure is divided into 3 stages. a) Participation competition In a prequalification procedure, companies express their interest in taking part in the procedure and provide, among other things, the required references. The exclusion, selection and eligibility criteria must be provided via the attached application for participation. All required/provided evidence and declarations on one’s own motion must be included with the application. If a candidate is able to provide only one single declaration/evidence regarding the exclusion criteria that is required, the candidate will be excluded from the procedure. The contracting authority only provides for requesting missing declarations or evidence in accordance with § 56(2) VgV in the event that fewer than 5 applicants meet the admission requirements. For legal entities, the professional requirements are deemed to be satisfied if, as part of their articles of association, their business purpose includes planning services that correspond to the task at hand, and if the authorized representative of the legal entity satisfies the professional requirements that are required of natural persons.
