The contract timeline is as follows:

• Contract Start Date: The agreement's effective date is scheduled for January 1, 2027.
• Total Duration: The maximum duration for the agreements is 15 years.
• Framework Agreement 1 (Supply, installation, commissioning): 4 years, with an optional extension of two times 1 year.
• Framework Agreement 2 (Preventive and corrective maintenance): 4 years, with an optional extension of eleven times 1 year.
• Key Milestones/Phases:
• Latest date for submitting written questions for Memorandum of Information 1: September 25, 2026, before 12:00 PM.
• Sending of Memorandum of Information 1: By October 9, 2026.
• Latest date for submitting written questions for Memorandum of Information 2: October 16, 2026, before 12:00 PM.
• Sending of Memorandum of Information 2: By October 23, 2026.
• Latest submission deadline for bids: November 4, 2026, before 9:00 AM.
• Sending of the award decision: November 10, 2026.
• End of expiry period: November 30, 2026, at 5:00 PM.
• Definitive award of the Assignment: December 1, 2026.
• Transition Period: A three-month transition period is planned at the end of the Agreements' term, during which the current contractor gradually scales down services and the new contractor gradually builds up services.
• Extension Notification: The Buyer will inform the Supplier in writing or by e-mail at least 3 months before the expiry of the initial or currently valid term if an extension option is exercised.
• Extension Communication (VRT): VRT will inform the provider in writing at least six months before the expiry of the agreement whether or not it will extend the agreements.

The core scope of work for this tender involves two main framework agreements. The first framework agreement entails the delivery, installation, connection, and commissioning of new emergency power provisions, including the initial provision for 16 locations within Twente. The second framework agreement covers annual preventive maintenance and 24/7 corrective maintenance for both the newly supplied and existing emergency power provisions. This also includes ensuring adequate fault follow-up and maintaining the aggregates to be safe, reliable, and immediately deployable. Additionally, the scope includes the relocation of three existing emergency power provisions, involving their disconnection, re-installation, and commissioning at new locations. The contractor is also responsible for providing complete and timely revision documentation, instructions, and other handover documents. The commissioning of the initial new emergency power provisions is required by May 1, 2027.

Explicitly outside the scope of this assignment are the delivery of external fuel tanks and filling systems, and modifications to the existing electrical installation beyond what is necessary for the requested work. Also excluded are modifications to access control or ICT installations, and the repair of defects in existing installations resulting from testing if not demonstrably caused by the contractor. Monthly testing of emergency power provisions is also outside the contractor's responsibility, as these tests are conducted by the client.
