The contract timeline is as follows:

• Contract Start Date: The contract comes into force from the moment of its mutual signing by both parties.
• Contract End Date: The contract is valid until the full fulfillment of all obligations by both parties.
• Total Duration: The performance term for the works is no longer than 12 months, calculated from the contract's effective date.
• Key Milestones/Phases:
• Offer Submission Deadline: The deadline for submitting offers was initially set for August 21, 2026, at 10:00 AM, but was later extended to September 10, 2026.
• Offer Opening: The electronic opening of offers was scheduled for August 21, 2026, at 2:00 PM.
• Contract Conclusion: The procurement contract will be concluded no earlier than the next working day after the waiting period ends.
• Advance Payment: An advance payment of 20% of the contract sum (including VAT) is to be paid by the Client within 30 days from the day the Client receives the contract performance guarantee, the advance payment guarantee, and the advance invoice.
• Intermediate Payments: The Client will make intermediate payments, not exceeding 90% of the contract sum (including VAT), within 30 days from the date of mutually signed work acceptance-delivery acts for actually performed works.
• Final Payment: A final payment of 10% of the contract sum (including VAT) is to be made by the Client within 30 days from the day the Final Acceptance-Delivery Act is mutually signed and the final payment invoice is received.
• Warranty Period: The warranty period for the works is specified in the Technical Offer and begins from the date the Final Acceptance-Delivery Act is signed by the parties or their authorized representatives.

The core scope of work for this tender is the "Modernization of the Wastewater Treatment Plant Management and Automation System" (Identifikācijas Nr. DŪ 2026/26).

The Statement of Work summary and core deliverables include:

• Project Design Works: Development of detailed working drawings for control system replacement and construction design documentation for cable route reconstruction/modernization. This involves detailed analysis, measurements, research, development of logical schemes, algorithms, configuration, and functional properties, initial approval of technical solutions and process diagrams, and preparation of design documentation. Design documentation consists of a Sketch Project (system architecture, functional description, software/hardware specifications, testing/commissioning, and training plans) and a Detailed Project (network connection diagrams, power supply schemes, equipment placement, cable layouts, system I/O list, control functional specification, and software integration description).
• Control System Computer Hardware and Software: Supply and installation of control system servers, workstations, network switches, 19" racks, operator monitors, operating system licenses for servers and workstations, SCADA software licenses (including database management), Microsoft Office licenses, and UPS equipment for system autonomy.
• Control System Controllers and Communication Equipment: Installation of PLCs with I/O modules for various MCC units (MCC1-MCC3, MCC5, MCC6) and the septic sludge receiving station, along with Ethernet switches and auxiliary materials.
• Control System Implementation Works: Installation and configuration of control servers and workstations, installation, connection, and configuration of PLCs and I/O, PLC and SCADA programming, system startup and commissioning, preparation of as-built documentation, and user training.
• Technological Process Modeling / Supervisory System: Provision of software licenses, development/adaptation of the software for the Daugavpils WWTP, system configuration, startup and commissioning, preparation of as-built documentation, and user training.
• Measurement Equipment Supply and Installation: Delivery and setup of two-channel NH4, NO3, and PO4 analyzers, sampling/filtration equipment, suspended solids sensors, dissolved oxygen sensors, and digital controllers for sensor signals. Training for measurement equipment operation is also included.
• Frequency Converters: Supply and installation of various power frequency converters (1.1kW to 37kW) with Modbus RTU communication.
• Earthworks and Cable Laying: Trench excavation and backfilling, horizontal drilling for PEHD pipes, installation of low-voltage cables on shelves or in cable channels, cable insertion into pipes, signal tape laying above cables, landscaping, and preparation of as-built documentation.
• Documentation: Preparation of as-built documentation (Izpilddokumentācija) in Latvian.
• Testing, Commissioning, and Training: Startup and commissioning activities for the control system and technological process modeling system, along with comprehensive user training and training for measurement equipment operation.
• Warranty and Post-Warranty Support.
