The contract timeline is as follows:

The contract start date is the day of signing the agreement. The total duration of the contract is 14 months from the date of its conclusion. The contract will be implemented in stages:

• Etap I: to be completed within 5 months from the contract signing date.
• Etap II: to be completed within 8 months from the contract signing date.
• Etap III: to be completed within 11 months from the contract signing date.
• Etap IV: to be completed within 14 months from the contract signing date.

The end date of the contract is 14 months from the date of its conclusion. A detailed schedule for the implementation of the subject of the agreement will be agreed upon by the Contractor and the Ordering Party within 14 days from the date of the agreement. The final acceptance of the entire subject of the order will be confirmed by signing a protocol of acceptance without comments or reservations within 7 working days after all works covered by the agreement are completed.

The core scope of work for this tender, titled "Modern management of landscape and road infrastructure through inventory of resources and creation of spatial databases and launching new e-services in the city of Zduńska Wola," involves a comprehensive, multi-stage project aimed at improving urban infrastructure management and citizen services.

The Statement of Work summary and core deliverables are structured across four main stages and include ongoing warranty services:

Overall Goal: To modernize the management of landscape and road infrastructure by conducting resource inventories, building spatial databases, and introducing new e-services in Zduńska Wola.

Stage I:

• Execution of spherical HD photorecording, 3D point cloud generation, and HD road orthophoto mapping (first measurement).
• Provision of instruction on operating the application used for managing data acquired by the mobile mapping system.

Stage II:

• Establishment of a reference system.
• Inventory of objects within the road lane, including road lane registration, inventory of vertical and horizontal road markings, and street lighting.
• Development of a Geographic Information System (GIS) database.
• Comprehensive 3D inventory of advertising structures located in public spaces.
• Digitization of approximately 850 valid administrative decisions and agreements pertaining to road lane occupation, utilizing OCR technology for content search and analysis.
• Design, construction, and implementation of a modern system for managing road infrastructure and landscape for the city.
• Conducting training sessions on the newly implemented road infrastructure and landscape management system.

Stage III:

• Integration of the new management system with existing city administration IT systems, specifically EZD PUW and QGIS, which involves system analysis, API development, integration process implementation, and data synchronization to ensure consistency.
• Design, implementation, and launch of an e-service portal for the city, enabling residents, entrepreneurs, and external entities to conduct various administrative procedures online.
• E-services include: decisions for commercial/service object placement, advertisement placement in road lanes, approval of signage/advertisement designs, issuance of assurances for stormwater reception and technical conditions for storm sewer connection, applications for access road construction approval, decisions for access road construction (road lane occupation), access road reception applications, and compensation claims for public road damages.
• Key functionalities of the portal include integration with the Trusted Profile, a map module, an e-payment system, and support for electronic signatures.

Stage IV:

• Second measurement of spherical HD photorecording, 3D point cloud generation, and HD road orthophoto mapping to update existing spatial and image data within the system.
• Updating the inventory of advertisements and assessing their compliance with current regulations by re-inventoring advertising carriers in public spaces to reflect any changes in quantity, location, or characteristics.

Warranty Services:

• Provision of service and maintenance for the road infrastructure and landscape management system, which operates in a cloud environment.
• These services encompass cloud infrastructure management (monitoring, availability, performance), technical support (handling requests, troubleshooting, remote user assistance), data security and protection (security testing, threat monitoring, compliance with data protection regulations), system updates (technical fixes, functionality enhancements), and reporting and optimization (operational reports, performance optimization).

The project represents a unified technological and implementation process, covering data acquisition, processing and analysis, inventory, and system deployment.
