Leistungsphase 2 - Vorplanung (Preliminary Planning): Key activities include analyzing existing conditions, performing condition and damage analyses, aligning objectives with public-law requirements and third-party plans, investigating solution options with a multi-criteria analysis (considering market situation, hydraulic loss, execution duration, traffic impact, disposal, soil conditions, costs), procuring and evaluating official maps, developing a planning concept with alternative solutions, clarifying technical contexts, coordinating with authorities for approval, and revising the concept based on feedback. Deliverables include a status report detailing damage causes, selection of rehabilitation methods, object-related cost framework, and a comparison of alternative solutions.

Leistungsphase 3 - Entwurfsplanung (Draft Planning): This phase entails detailed presentation of the chosen rehabilitation variant, specialized calculations, graphic representation of the measure, presentation of utility line locations, and creation of construction schedules and cost plans. Special services include developing flow control/flood protection concepts (including pump and discharge line dimensioning for all affected lines), conducting on-site building inspections for wastewater diversion planning, developing quality assurance and emergency/clearance concepts, monitoring water levels, and defining alarm concepts. Consideration of potential unexploded ordnance contamination and integration of occupational health and safety requirements are also crucial.

Leistungsphase 5 - Ausführungsplanung (Execution Planning): This involves checking and correcting planning details in the construction area, creating graphic representations, explanations, and calculations with necessary individual details and detailed drawings. Leistungsphase 7 - Mitwirkung bei der Vergabe (Assistance in Awarding): This phase requires the preparation of a detailed service description, including the completion and detailing of quantity determinations (documented digitally in GAEB-90 format), incorporation of safety and flood protection concepts, integration of occupational health and safety requirements, and coordination of contract-relevant content with the client. It also includes describing construction site setup and maintenance, detailing various positions for temporary construction site equipment, and compiling a list of object documentation for acceptance. Deviations from ZTV-Kanal Mü must be coordinated. Basic services for this phase may be performed by the client or waived.

The tender also includes Leistungsphase 6 - Vorbereiten der Vergabe (Preparation for Awarding), Leistungsphase 8 - Bauoberleitung (Construction Supervision), and Leistungsphase 9 - Objektbetreuung (Object Support), as indicated in the fee proposal.

Throughout all phases, the contractor is required to consider the condition of the existing structure and the hydraulic flow situation. All provided basic services, including supplementary services, must be rendered. The contractor is responsible for reviewing and verifying existing information provided by the client. The client will provide environmental information, expert opinions, monitoring reports, groundwater data, and static calculations for the canal's residual stability and required liner wall thickness. The client will also undertake specific tasks such as obtaining public-law permits (with contractor support), applying for permits, procuring cadastral maps, surveying the construction site, obtaining land use consents, conducting the awarding process (with contractor contributions), managing security shutdowns for canal inspections, and awarding geotechnical and SiGeKo services (with contractor contributions).
