Objektplanung

The contract is estimated to begin on November 1, 2026, and is expected to be completed by June 1, 2027. This results in a total duration of 7 months. The project is structured into several service phases: Phase 1 - Basic Evaluation, Phase 2 - Preliminary Planning, Phase 3 - Draft Planning, Phase 4 - Approval Planning, Phase 5 - Implementation Planning, Phase 6 - Preparation of Award, Phase 7 - Participation in Award, Phase 8 - Object Supervision (Construction Supervision and Documentation), and Phase 9 - Object Support. Further dates and deadlines for additional services will be determined in writing by the client in agreement with the contractor.

The core scope of work for this tender involves the object planning of buildings and interiors for the new construction of a club building with open sports areas located at Prof. Eichmann Strasse (Bauseweinallee) in Munich.

The Statement of Work (SOW) is structured according to the German Fee Schedule for Architects and Engineers (HOAI), specifically § 34 in conjunction with Annex 10 Number 10.1, and encompasses nine service phases (Leistungsphasen).

A high-level summary of the core deliverables and activities for each phase is as follows:

Leistungsphase 1 - Grundlagenermittlung (Basic Evaluation):

• Creating existing documentation, including inventory taking and recording of site, subsoil, and building data.
• Preparing existing documentation with measurements, quality features (e.g., fire protection, technical building equipment), material properties, and mapping of damages.
• Ensuring the quality of documents for smooth subsequent processing.
• Special services include a feasibility study.
• Collaboration in task clarification, advising on investigation needs, formulating decision aids for other planning participants, and documenting results.

Leistungsphase 2 - Vorplanung (Preliminary Planning):

• Developing a planning concept and determining overall costs.
• Analyzing fundamentals and coordinating services with other planning participants.
• Processing basic evaluation results according to client goals and coordinating with relevant stakeholders (e.g., structural engineers).
• Coordinating target objectives, weighing demands from all planning participants (client, users, authorities) regarding functional, design, constructive, cost, schedule, and legal conditions.
• Developing concepts for building code and urban planning procedures, and identifying goal conflicts and risks.
• Special service: creating a qualified cost estimate.

Leistungsphase 3 - Entwurfsplanung (Draft Design):

• Includes basic services as per HOAI Annex 10 to §34 Abs. 3 Nr. 3.
• Special service: preparation of a qualified cost calculation, allocating costs to service units (trades) and providing a summary by both 3rd level cost structure and service units.
• Special service related to "Art in Architecture," including participation in artist selection processes.

Leistungsphase 4 - Genehmigungsplanung (Approval Planning):

• Includes basic services as per HOAI Annex 10 to §34 Abs. 3 Nr. 4.

Leistungsphase 6 - Vorbereitung der Vergabe (Preparation for Award):

• Taking over information from other planning participants for construction services, including precise quantities, dimensions for preliminary construction work.
• Coordinating the division of trades and defining award units with the client, including those for EU-wide tenders.
• Preparing service descriptions with bills of quantities, structured by technical lots, titles, and building components, adhering to the standard service book.
• Delivering bills of quantities in XHL or XAL digital format.
• Compiling tender documents for all service areas, submitting proposals for suitable companies, and carrying out pre-publications.
• Special service: preparing an execution schedule (bar chart) detailing timelines for execution documents, submission deadlines, approval deadlines, acceptance deadlines, documentation handovers, usage instructions, VOB acceptances, and commissioning.

Leistungsphase 7 - Mitwirkung bei der Vergabe (Assistance with Award):

• Includes basic services as per HOAI Annex 10 to §34 Abs. 3 Nr. 7, with exceptions for obtaining offers and assisting with contract award.
• Special service: Cost estimate according to DIN 276.

Leistungsphase 8 - Objektüberwachung - Bauüberwachung und Dokumentation (Object Supervision - Construction Supervision and Documentation):

• Includes basic services as per HOAI Annex 10 to §34 Abs. 3 Nr. 8, excluding the preparation of a schedule (bar chart).

Leistungsphase 9 - Objektbetreuung (Object Support):

• Includes basic services as per HOAI Annex 10 to §34 Abs. 3 Nr. 9.
• Special service: Monitoring the rectification of defects during the agreed warranty periods.

General Deliverables:

• Plans and drawings must be created according to standards using CAD systems.
• Drawings are to be provided in an editable digital format (DWG), as well as PDF and PLT files, adhering to the client's CAD processing guidelines.
