IT modernization, including programming services, represents a major effort for the contracting authority and cannot be managed by the company alone – not least due to insufficient corresponding know-how, experience, and resources. The programming services for CDPS and ODX/ODB represent a major effort for the contracting authority and cannot be managed by the company alone. It requires that dedicated, suitable key personnel from the framework agreement partner are on site, partly at short notice. At least two so-called key personnel (programmers) must be offered by the bidders/contractors and deployed for as well as at OBS. They are the key personnel who must work personally for OBS. For reasons of continuity, the required confidentiality, the demanded deep know-how of OBS specifics, and required acceptance, these key personnel must be readily available at short notice and work personally for OBS during the duration of the framework agreement. The contractor must ensure that the deployed key resources have demonstrably profound knowledge both in Talend Version 7 and in the EDA interface or that these competencies are covered to a similar extent within the project team.
