TENDER DESCRIPTION
This tender seeks a qualified contractor for the comprehensive planning, development, maintenance, and upgrade of the CARNET Info system, encompassing associated IT solutions, systems, and services. The scope mandates adherence to specific technical requirements, including deployment on Debian, utilizing platforms like Kubernetes, OpenStack, and OKD, leveraging PostgreSQL/MariaDB, and implementing a microservice architecture with automated delivery and testing, all hosted on-premise. The contract has a 12-month duration from signing, with a critical milestone requiring a detailed development plan submission within 30 days, alongside financial obligations including a €3,000.00 bid bond and a performance bond of 10% of the contract value, plus compliance with tax obligations. - An initial meeting after the contract is signed, where the client will set the date and time to discuss obligations, processes, and expectations.
- Within 30 days of the formal contract signing, the selected bidder must submit a detailed development plan for the IT solution, system, and services. This plan must outline all activities with their start and end dates, distinct phases, and key checkpoints (milestones).
- If the client provides feedback on the development plan, the selected bidder is required to submit a revised, final version within 7 days.
- Once the development plan is approved, the selected bidder will commence with the implementation of activities.
- Throughout the project, regular status meetings will occur at least every two weeks, and ad-hoc meetings will be arranged as necessary, particularly for challenges or delays.
- The selected bidder is responsible for creating test scenarios and procedures, with the client having the option to add further requirements. The selected bidder will perform integration, performance, and regression tests, while the client will collaborate on user testing.
