The contract duration is 12 months. The contract begins upon the mutual signing by both parties.

Key milestones and phases include:

• A detailed activity plan, implementation schedule, and delivery method for functionalities and deliverables will be established during an initial (kick-off) meeting between the Client and the selected Contractor.
• For Group 2, a phased delivery by modules, functional units, or system instances is anticipated, guided by business process priorities and the implementation plan.
• The overall expected deadline for service execution and delivery of all contracted items is 12 months from the contract's commencement.
• The project will be structured into phases of execution, to be agreed upon with the Contractor, with delivery expected by modules/instances.
• Examples of potential delivery phases (subject to agreement) are: after completion of existing state analysis; after implementation of the Textbook Management module; after implementation of the Registry module; after implementation of the Accounting module; after implementation of the remaining modules; after implementation of the SIGMA-UP instance; after implementation of the instance for educational needs; after completion of training; after user testing; and after data migration.
• Following the completion of each phase, a handover protocol will be signed by the Client and Contractor, which will trigger invoicing and payment.
• Post-production support is also included as a phase following the deployment of a project phase, module, or instance into the production environment.
• The selected bidder is required to submit a detailed development plan that includes a timeline for all activities with corresponding start and end dates, distinct phases and activities, and key checkpoints (milestones) to monitor progress and quality.

The core scope of work for this tender primarily involves the upgrade of the Odoo version and its specialized modules. The high-level summary of the Statement of Work and core deliverables includes:

• Delivery of a Development Plan: The selected bidder must develop and submit a detailed plan for the development of IT solutions, systems, and services within 30 days of contract signing, including a timeline.
• Analysis and Design Specifications: This involves creating an AS-IS inventory of existing functionalities and a TO-BE design solution. The TO-BE design encompasses gap analysis, proposals for configurations and adaptations, mapping of classification marks and statuses, specifications for integrations, printouts, reports, and definition of test scenarios and validation criteria.
• Migration: The project includes data migration, focusing on mapping, transformation, quality, and historical data where applicable, along with verification and success criteria.
• Security and Authorization: Transfer of existing roles and authorizations, as well as an audit log for tracking changes.
• Documents and Reports: All currently used documents and reports must be available for their intended business purpose in the upgraded system.
• Integrations: Ensuring that all existing integrations remain functional or are replaced by agreed-upon TO-BE solutions.
• Testing and Acceptance: This includes User Acceptance Testing (UAT) scenarios, acceptance criteria, a minimum test package per module, and end-to-end testing.
• Specific Module Upgrades: The tender explicitly covers the upgrade of the specialized module for managing student support (SIGMA-UP), an instance for teaching purposes, the system for informatization of CARNET institution operations (SIGMA-PIS), the "Upravljanje udžbenicima" (Textbook Management) module, the "Urudžbeni zapisnik" (Registry Log) module, and the "Računovodstvo" (Accounting) module.
• Post-production support: The scope also includes post-production support.
• Project Reporting: The selected bidder is required to compile and deliver a project execution report to the client, incorporating any comments from the client.
• Project Timeline: The expected timeframe for service execution and delivery of all contracted deliverables is 12 months from the start of the contract implementation, with the project divided into phases and delivery planned by modules/instances.
