Održavanje i nadogradnja Geoportala NIPP-a

The contract duration is 24 months. The contract starts from the date of mutual signature. The framework agreement is valid for two years from the date of conclusion. Services will commence immediately upon the signing of the agreement. An introductory meeting will establish the timeline for maintenance execution, and this meeting cannot exceed 30 days. In the event of the framework agreement's expiration or termination, all services must be transferred to the client within 30 days of the expiration date or termination notice.

The core scope of work for this tender involves the maintenance of the application system, specifically the National Spatial Data Infrastructure (NIPP) Geoportal system and GeoHrvatska. The maintenance is categorized into two main areas: Basic Maintenance and Extended Maintenance.

Basic Maintenance includes:

• Preventive Maintenance: Regular activities to prevent system failures and ensure optimal operation.
• Corrective Maintenance: Resolution of incidents and malfunctions in the system's operation. This involves analyzing the cause of problems and implementing corrective measures.
• User Support: Providing instructions to designated client employees, updating user manuals based on system changes, and handling ad-hoc requests such as correcting data entry errors or providing statistical data.

Extended Maintenance includes:

• Adaptive and Perfective Maintenance for GeoHrvatska: Adapting and enhancing the GeoHrvatska system.
• Application System Upgrade for NIPP Geoportal: This involves improving user experience for both external users and administrators, expanding datasets, implementing new system functionalities, connecting existing DGU systems and applications with the NIPP Geoportal, linking the NIPP Geoportal with national and European open data portals, maintaining integrations with monitoring and analytics systems, and further developing customized functionalities on the GeoNetwork platform, including mobile application upgrades.
• Application System Upgrade for GeoHrvatska: This includes improving user experience for external users and administrators, expanding datasets, realizing new system functionalities, and mobile application upgrades.

Overall, the services require a project approach, with the contractor appointing a project manager to coordinate communication and report on service execution. The maintenance activities also encompass integration with other IT services, processes, and projects within the State Geodetic Administration (DGU), covering server hardware, infrastructure, central service bus, communication equipment, network connections (LAN/WAN), disk subsystems, and monitoring tools. The contractor must also deliver documentation and source/executable code for all implemented changes and maintain a knowledge base of known solutions and system issues. The contract duration is two years.
