Održavanje i nadogradnja Geoportala NIPP-a

The contract duration is 24 months. The contract begins from the date of mutual signing. The framework agreement is valid for two years from the date of conclusion. Services will commence immediately upon the signing of the contract. There is an "Uvođenje u posao" (onboarding/introduction to the job) phase that cannot exceed 30 days. During this onboarding meeting, a timeline for maintenance execution and the content of service reports will be established. Basic maintenance services will be carried out monthly and continuously throughout the contract's duration.

The core scope of work for this tender is System maintenance services (CPV code 50324100) for an application system. The Statement of Work primarily includes:

1. Basic Maintenance (Osnovno održavanje):

• Preventive maintenance: Ongoing activities to prevent issues.
• Corrective maintenance: Addressing incidents, identifying root causes, proposing solutions, and implementing corrections. This also involves adherence to specific resolution timelines based on incident priority (e.g., critical issues resolved within 4-8 hours, less critical issues with temporary solutions within 2 working days or final solutions within 30 working days). Notifications about system downtimes are also time-bound, depending on priority.
• User support: Providing assistance to client employees via phone or email, updating user instructions, and handling ad-hoc requests such as data corrections or statistical data reporting.

2. Extended Maintenance (Prošireno održavanje):

• Adaptive and perfective maintenance: Specifically for GeoHrvatska.
• Application system upgrades: For both the NIPP Geoportal and GeoHrvatska. This work requires providing necessary resources, executing services within agreed deadlines, adhering to standards and quality, and ensuring compatibility with existing systems.

Core Deliverables and General Requirements:

• Documentation and delivery of source and executable code for all implemented system changes.
• Maintenance and updating of a knowledge base for known solutions and system issues.
• Maintenance documentation, including reports on all maintenance activities (preventive, corrective, user support, adaptive, perfective, and system upgrades), to be submitted monthly with the invoice.
• A project-based approach is mandatory, requiring the contractor to appoint a project manager for communication, coordination, and reporting to the client.
• Integration with other IT services and infrastructure, including server hardware, central service bus, communication equipment, network connections (LAN/WAN), disk subsystems, and monitoring tools.
• The contract duration is 24 months, with services starting immediately upon contract signing.
• All services must maintain the application's performance at least at its initial level.
