The core scope of work for this tender involves several distinct phases of planning and coordination for a construction project. It includes:

• Preliminary Planning (Leistungsphase 2 - Vorplanung): Analyzing fundamental principles, coordinating services, defining objectives, developing preliminary designs, clarifying essential contexts and conditions (urban, design, functional, technical, economic, ecological, social, public law aspects), coordinating contributions from specialist planners, conducting pre-negotiations for approval feasibility, and preparing a cost estimate following DIN 276-1:2008-12. This phase also includes comparing the cost estimate with financial frameworks, justifying deviations, and proposing control measures, as well as creating an initial schedule and documenting results.
• Draft Design (Leistungsphase 3 - Entwurfsplanung): Developing an approval-ready, technically and economically sound design and calculating total costs. This entails further considering various aspects (urban, design, functional, technical, economic, ecological, social, public law), leading negotiations regarding approval feasibility, performing a cost calculation (Bauteil- oder Elementmethode) according to DIN 276-1:2008-12, comparing this with the cost estimate, proposing control measures, updating the schedule, and documenting and explaining the results.
• Execution Planning (Leistungsphase 5 - Ausführungsplanung): Providing work results as a basis for other planning participants, coordinating specialist contributions to avoid contradictions and overlaps, updating the schedule (including setting execution deadlines for tendering), organizing and conducting sampling (including color selection), checking assembly and/or workshop plans for conformity with the execution planning, and documenting changes in the execution planning for subsequent amendment processing. If a performance description with a program is used, it also includes creating a detailed object description and checking execution plans from contractors against the draft design.
• Preparation for Awarding Contracts (Leistungsphase 6 - Vorbereitung der Vergabe): Determining and compiling quantities based on the execution planning (to +/- 10% accuracy, following DIN 276-1:2008-12), coordinating interfaces with specialist planners' service descriptions, determining overall costs based on priced service specifications, cost control by comparing priced service specifications with cost calculations, and compiling tender documents for all service areas in compliance with relevant regulations (e.g., VOB parts A to C).
• Assistance with Awarding Contracts (Leistungsphase 7 - Mitwirkung bei der Vergabe): Coordinating the awarding processes of specialist planners to eliminate inconsistencies, incompleteness, or overlaps, obtaining offers, conducting discussions with bidders to clarify offer content, preparing minutes of these discussions, creating awarding proposals and documentation, and compiling contract documents for all service areas. This phase also includes cost control immediately after the first significant tendering round (when at least 60% of total costs have tender results and before the first contract award).

Core deliverables include cost estimates, cost calculations, schedules, preliminary designs, draft designs, execution plans, tender documents, awarding proposals, and various forms of documentation and summaries of results for each phase.
