Optimierung TGA Anlagen

The contract is expected to start on December 1, 2026, and conclude by December 31, 2029. This results in a total duration of three years. The project involves the analysis and energetic optimization of TGA systems in 30 properties, with the work divided into annual phases where 10 schools are analyzed and optimized each year. The initial contract covers properties 1-10 in the first year. The client has the option to request further services for properties 11-20 in the second year and properties 21-30 in the third year. There are specific timeframes for follow-up contract requests, with the cumulative duration of these call-up periods not exceeding 18 months.

The core scope of work for this tender involves the analysis and optimization of Technical Building Equipment (TGA) systems to reduce energy costs in 30 properties over three years, with 10 schools analyzed and optimized each year using existing building automation systems.

The Statement of Work (SOW) is summarized by the following core deliverables and services for each property:

1. Inventory/Condition Assessment (Bestandsaufnahme): Conducting an inventory of the TGA in properties, including the structure and condition of TGA systems within specific cost groups (410, 420, 430, and 480). This includes on-site inspections, coordination with facility staff, and submitting a report with photo documentation to the client.

2. Visual and Functional Inspection (Sicht- und Funktionsprüfung - Analyse TGA): Performing visual and functional checks of all TGA systems in cost groups 410, 420, 430, and 480. This involves using trend data from automation systems for functional testing, creating missing trend data, analyzing trend data for plausibility, and documenting findings in a report.

3. Testing of Automation and Optimization Functions (Prüfung von Automations- und Optimierungsfunktionen - Analyse GA): Reviewing existing automation systems (ASE) to ensure compliance with the City of Cologne's energy guidelines and building automation requirements. This includes verifying the presence and functionality of specified control, regulation strategies, and optimization programs.

4. Short-term Implementation of Non-Investment Measures (Kurzfristige Umsetzung nicht-investiver Maßnahmen): Implementing measures that do not require significant capital investment.

5. Development of Optimization Measures (Erarbeitung von Optimierungsmaßnahmen): Developing optimization measures, evaluating each for energy-saving potential, amortization period, and priority, and documenting these in a report for presentation to the client.

6. Obtaining Offers for Implementation of Proposed Measures (Einholen von Angeboten zur Umsetzung der vorgeschlagenen Maßnahmen): Independently soliciting and reviewing offers for the factual, mathematical, and economic aspects of proposed investment measures.

7. Evaluation and Documentation (Evaluierung und Dokumentation): Evaluating and documenting the success of implemented measures in an annual final report for each property. Regular project progress updates must be provided to the client through in-person meetings at least every two months.

Additionally, a Fee Offer/Contract Draft/Fee Sheet (Stage II) is a required deliverable, which includes a completed contract draft, a priced service description, and a fee summary.
