The contract timeline is as follows:

• Contract Start Date: Latest two weeks after the contract award. The award is expected in early October. Based on the publication date of 25.08.2026, the award is expected early October. Therefore, the start date would be approximately mid-October 2026.
• Contract End Date: June 14, 2028.
• Total Duration: Approximately 20 months, from mid-October 2026 to June 14, 2028.
• Key Milestones and Phases:
• MS0: Three weeks after contract award for the draft overall project plan (AP 1).
• MS1: December 31, 2026, for requirements gathering (AP 2).
• MS2: January 31, 2027, for the technical setup on the Deutschlandplattform (AP 3).
• MS3: February 28, 2028, for further development (AP 4.0-4.3).
• MS4: March 31, 2028 (with a draft concept by December 31, 2027), for training and documentation (AP 6).
• MS5: April 30, 2028, for data protection and IT security (AP 5).
• MS6: April 30, 2028, for the development of sample applications (AP 7).
• MS7: May 30, 2028, for quality assurance, evaluation, and conclusion (AP 8).

The core scope of work for this tender involves the comprehensive development, implementation, and support of the OSLOCO-Hessen platform and associated applications. The project is structured into several work packages, each with specific objectives and deliverables.

Statement of Work Summary and Core Deliverables:

• Project Management & Organization (AP 1): Includes overall project planning, steering, communication, documentation, and quality assurance. Deliverables encompass a comprehensive project plan, regular status reports, risk management, and documented decisions.
• Functional Requirement Gathering (AP 2): Defining use cases and consolidating functional requirements for ten sample applications through structured interviews with municipalities. The main deliverable is a prioritized functional requirements catalog for these applications.
• Technical Setup & Environment (AP 3): Deployment of LIMBAS on the Deutschlandplattform and establishment of development and test environments for OSLOCO-Hessen. The core deliverable is an agreed-upon and operational test and target environment.
• LIMBAS to OSLOCO-Hessen Development (AP 4.0-4.3): Further iterative development of LIMBAS into a production-ready OSLOCO-Hessen version (Release v 1.0), incorporating prioritized requirements, conducting security checks, and developing a reference architecture for municipal applications. Specific areas include Model Driven Design, Process Automation, AI-supported Development (including LIMBAS MCP server or comparable AI integration and AI-supported domain modeling).
• Data Protection & IT Security (AP 5): Creation of conceptual data protection and IT security documents for the OSLOCO-Hessen application, including a compact AI risk assessment.
• Training Concept & Piloting (AP 6): Development of a modular training concept and a digital "How to Low Code" handbook, along with piloting training formats in participating municipalities. Deliverables include the modular training concept, the digital handbook, and tested training formats with documented lessons learned.
• Sample Application Creation (AP 7): Development of ten runnable, tested, and documented sample applications based on the functional requirements defined in AP 2, demonstrating variety across different municipal contexts.
• Quality Assurance, Evaluation & Closing (AP 8): Ensuring the quality and acceptance of project results, conducting an evaluation, and organizing a closing event. Key deliverables are reviewed project results with test documentation, a final report, a closing event, and a handbook for reuse.
• Technical Transfer & Reuse (AP 9): Facilitating the transfer and reuse of project outcomes. Deliverables include maintained public code repositories, complete release and reuse documentation, and a project-specific web presence for OSLOCO-Hessen.
