TENDER DESCRIPTION

The subject of this invitation to tender is the further development of the existing Open-Source Low-Code platform Limbas into an open, intuitive development environment for the Hessian administration (OSLOCO-Hessen). The solution is to be tailored specifically to administrative processes, provide intuitive graphical tools, offer training and support options with low barriers to access, and fully uphold data protection and the data sovereignty of the administrations. The service comprises, according to the specifications, nine work packages: (i) project management & organization, (ii) collection of requirements at expert level for the reference applications, (iii) technical setup and development/test environment on the Germany platform, (iv) further development of LIMBAS to OSLOCO-Hessen (including model-driven design, process automation/integration, AI-supported development), (v) data protection & IT security, (vi) modular training concept and piloting of the training formats, (vii) creation of ten reference applications, (viii) quality assurance, evaluation and final event, and (ix) technical transfer and reuse.
