The facility will serve as the base load, peak power, and power reserve for district heating in Arvidsjaur.

The core deliverables include:

• A new boiler plant designed for moist biofuels with flue gas condensation, capable of producing a minimum of 6 MW of district heating.
• A fuel storage facility with a stoker floor, providing at least 48 hours of operation at 100% load, including the building for the fuel storage.
• Necessary equipment for emission measurement (NO, H2O, O2, CO, dust, and flue gas flow).
• Electrofilter.
• Soot blowing equipment.
• Required piping and ducts.
• Distribution pumps corresponding to the boiler's capacity.
• All necessary motors, frequency converters, instrumentation, valves, actuators, pumps, fans, insulation, stairs, platforms, casting materials, penetrations, support structures, etc., for a complete and fully functional plant meeting all functional requirements.
• Heat exchanger connected between the boiler circuit and the district heating pipeline.
• Electrical, control, and regulation systems, including documentation for programming the SCADA system in the boiler plant and the overriding control room.
• Energy meters, including integrators and connection to the plant's control system.
