TENDER DESCRIPTION

The Contracting Authority intends to implement its e-ticket service with a cEMV (Europay, MasterCard® and Visa®) based system, which enables customers to validate (tap) travel authorization on validators installed on vehicles and at stops using their physical bank cards or digital bank cards stored on smart devices. The subject of this public procurement is the financial transaction processor's task to securely and continuously handle card payments in the e-ticket system and ensure their settlement according to international card company rules. The financial transaction processor will fully perform the card acceptance and processing tasks related to the e-ticket system services for retail type, transit type (including debt recovery transactions), and VPOS-type transactions. The application of a payment and settlement model is required that supports handling aggregated, delayed, and sometimes merchant-initiated (MIT - Merchant Initiated Transaction) transactions related to travel events, including post-charges (debt recovery), as well as the settlement logic resulting from applying maximum transaction amounts (fee cap or capping).
