TENDER DESCRIPTION
The Contracting Authority intends to implement its e-ticket service with a cEMV (Europay, MasterCard® and Visa®) based system, which will allow customers, using their physical bank cards or digital bank cards stored on their smart devices, to perform travel validation (tapping) on validators installed on vehicles and at stops. The task of the financial transaction processor that is the subject of this public procurement procedure is to securely and continuously manage card payments in the e-ticket system and to ensure that they are settled according to international card scheme rules. The financial transaction processor fully performs the bank card acquiring and processing tasks associated with the e-ticket system for both retail-type and transit-type (including debt recovery transactions) as well as VPOS-type transactions. A payment and settlement model is required that supports the handling of aggregated, delayed, and at times merchant-initiated (MIT - Merchant Initiated Transaction) transactions related to travel events, including subsequent debits (debt recovery), as well as the settlement logic resulting from applying a maximum transaction amount (fee cap or capping).
