The contract timeline includes the following key milestones and phases:

• Beginning of Service Phase 1: December 2026.
• Completion of Service Phase 4: March 2027.
• Beginning of Service Phase 5: September 2027.
• Completion of the construction measure: May 2028.

A detailed schedule for the provision of services must be established by the contractor within 3 weeks of the contract coming into effect and will become binding upon approval. The contractor will also establish another detailed schedule within 3 weeks upon calling up Service Stage 2.

The core scope of work for this tender involves architectural services for the "Freianlagen" (open spaces) of the "Neubau Kita Wiesenwichtel" (new daycare center) in Gau-Algesheim. The services are structured into two performance levels (Leistungsstufen) according to § 39 HOAI in conjunction with Anlage 11 HOAI.

Statement of Work Summary and Core Deliverables:

Leistungsstufe 1 (Mandatory upon contract signing):

• Leistungsphase 1: Grundlagenermittlung (Basic evaluation)
• Leistungsphase 2: Vorplanung (Preliminary planning)
• Leistungsphase 3: Entwurfsplanung (Design planning)
• Leistungsphase 4: Genehmigungsplanung (Approval planning) – optional, only to the extent necessary for the building permit.

Leistungsstufe 2 (Optional, upon client's written request):

• Leistungsphase 5: Ausführungsplanung (Execution planning)
• Leistungsphase 6: Vorbereitung der Vergabe (Preparation for procurement)
• Leistungsphase 7: Mitwirkung bei der Vergabe (Assistance in procurement)
• Leistungsphase 8: Objektüberwachung (Construction supervision), including at least one working day on-site presence per calendar week of construction activity.
• Leistungsphase 9: Objektbetreuung (Object support/defect rectification).

Specific tasks within Leistungsphase 6 and 7 (unless performed by the client):

• Obtaining, formally reviewing, and evaluating offers.
• Reviewing and evaluating the appropriateness of prices.
• Preparing award proposals and documenting the award process.
• Compiling contract documents for all service areas.
• Assisting in awarding contracts.

Special Services (Besondere Leistungen):

• Optional terrestrial survey of the entire planning area.
• Review and evaluation of alternative offers as needed.
• Monitoring defect rectification within limitation periods during Leistungsphase 9 as needed.
• Optional additional effort in Leistungsphase 6 for preparing tender documents with a material price escalation clause.
• Optional additional effort in invoice verification during Leistungsphase 8 if a material price escalation clause was agreed upon.

Budget and Cost Control: The total budget for the construction measure (cost group 500) is €350,000 (gross). The contractor must integrate cost considerations from other planners, point out potential budget overruns, and propose cost-saving measures if an overrun is imminent.
