The contract timeline includes the following:

• Delivery (Anlieferung): November 27, 2026.
• Completion of planning phase 7: by December 31, 2029.
• End of execution (Ende der Ausführung): October 1, 2030.
• Targeted end of structural implementation (angestrebtes Ende der baulichen Umsetzung): October 2030.
• Key milestones:
• The contractor must establish a schedule for the performance of their services no later than 6 weeks after the contract comes into effect.
• Upon the call of performance level 2, the contractor must establish a detailed schedule within 3 weeks.
• The overall planning implementation will take place in several sub-measures over different periods, and commissioning will occur in stages.

The core scope of work for this tender involves planning services for the redesign of Neuenberger Straße. This includes the urban and spatial redesign of the street, the revision and design of suitable district entrances, and the creation of inner-city squares. Additionally, pedestrian paths are to be planned and integrated into the overall concept. The project requires planning services for both open spaces (Freianlagen) and traffic facilities (Verkehrsanlagen).

The project aims to cover planning phases 1-7 (Leistungsphasen 1-7) of the HOAI, with the architectural implementation targeted for completion by October 2030, and a budgeted construction cost of 5.6 million Euros. The overall planning will be implemented in several sub-measures over different periods, with a staged commissioning process where the client reserves the right to award only parts of the service phases or specific sub-areas.

Specific objectives include reordering parking spaces, reducing through traffic and vehicle speed, enhancing the streetscape, designing district squares and entrances, strengthening pedestrian and cycling connections, and utilizing dormant potentials. Proposals for optical and functional road narrowing are to be made and implemented in planning, adhering to legal framework conditions for city road dimensions. The analysis of origin and destination traffic, with suggestions for replacement or relocation, is also part of the scope.

Key deliverables include:

• All relevant planning documents in dwg/dxf and pdf formats, with paper copies provided if required.
• Digital documents and updated execution/workshop drawings (dxf/dwg/pdf format) as as-built plans, to be submitted with the final invoice.
• Paper copies of as-built plans in folders, if needed.
• A summary of concepts in a brochure format for public information regarding the incentive program for private areas (up to LP 3).
• A general schedule for services to be submitted within 6 weeks of contract conclusion for client approval.
• A detailed schedule to be drawn up within 3 weeks upon the activation of service stage 2.
