TENDER DESCRIPTION

This contract concerns the preparation of the cantonal allocation plan (CAP) for the Economic Development Hub of Le Crêt-du-Locle, in La Chaux-de-Fonds. The mandate is entrusted to a multidisciplinary group of consultants bringing together, in particular, expertise in urban planning and land-use planning, mobility, environment, landscape and nature, civil engineering / facilities, as well as in economics / development. The services include the preparation of the complete CAP dossier and the associated studies up to submission for preliminary examination to the cantonal authorities (phase 1), and then the adaptation of the dossier following the statement of synthesis and its preparation for the public consultation/assessment procedure (phase 2a). The mandate is based in particular on the Ouest-Menées 2026 Masterplan, the 2014 master plan (schéma directeur) and the existing higher-level planning documents. It includes coordinating the various specialist studies and the interfaces with the parallel procedures and projects.
