The Federal Ministry for Research, Technology and Space (BMFTR, client / contracting authority) with its offices in Bonn and Berlin is undergoing a continuous improvement process to adapt its personnel management and personnel development (PE) to current conditions and standards. The primary goal is to create the best possible conditions, taking into account the framework conditions applicable to the public service, to recruit qualified personnel, retain existing personnel, and specifically develop them further. In today's working world, characterized by high demands and various challenging tensions, leadership plays a particularly important role. Recently, BMFTR's leaders were confronted with a comprehensive change process in addition to fundamental challenges. It is already recorded in the “Key Points on Personnel Development at BMFTR” (Appendix 1) that the exercise of leadership duties requires special skills and competencies.
