The administrative needs and factors of every kind to be satisfied through the contract find their basis in the Collaboration Agreement signed between the Pozoblanco Town Council and the Provincial Institute of Social Welfare (IPBS) for the shared management of the Home Help Service in the municipality, in the terms provided for in the Regulation for the management of the provincial public Home Help Service, under which this town council is responsible for the material execution of the personal care and household needs activities provided for in the social intervention project (PRISO); all of this in accordance with the terms of Article 51 of Law 9/2016, of 27 December, on Social Services of Andalusia, which assigns to the Provincial Councils the management of Community Social Services in the municipalities of the province as provided for in Law
