The administrative needs and factors of every kind to be met through the contract find their rationale in the Collaboration Agreement signed between the Pozoblanco City Council and the Provincial Institute of Social Welfare (IPBS) for the shared management of the Home Help Service in the municipality, in the terms provided for in the Regulation for the management of the provincial public Home Help Service. Under that regulation, this city council is responsible for the material execution of personal care actions and household needs provided for in the social intervention project (PRISO). All of this, in accordance with the terms of Article 51 of Law 9/2016, of 27 December, on Social Services of Andalusia, which assigns to Provincial Councils the management of Community Social Services in the municipalities of the province, in accordance with the provisions of Law 5/2010, of 11 June, on Local Autonomy in Andalusia.
