The framework agreement is for an initial period of 12 months. The contract duration begins from the date of its notification. The agreement is tacitly renewable for 3 additional periods, with each renewal lasting 12 months. Therefore, the total potential duration of the contract is 48 months (12 months initial + 3 x 12 months renewals). After the last renewal, no further orders can be placed. The buyer must provide notification of non-renewal at least 60 calendar days before the expiry date of the current period.

The core scope of work for this tender is the provision of travel agency services and associated services for the needs of SOGES. This includes an obligation of result and a guarantee of means.

The core deliverables and responsibilities of the selected agency include:

• Ensuring continuity of service.
• Providing information on promotional tariffs.
• Researching and proposing travel dates at attractive rates, presenting up to three equivalent proposals with their validity dates.
• Proposing itineraries, stopovers, or connections, including the total duration of the trip.
• Managing all reservations, postponements, modifications, or cancellations, and issuing transport tickets (air, rail, and sea) upon receipt of a request.
• Specifying the modalities for changing, modifying, postponing, or canceling tickets.
• Systematically and spontaneously providing all necessary details regarding travel formalities such as visas and vaccinations, similar to providing tickets.
• Addressing visa acquisition, acknowledging dependence on consulate deadlines and required documentation.
• Reacting promptly to issues caused by transport companies or hotel groups (e.g., strikes, cancellations) to offer alternative solutions.
• Generally, performing any service within its expertise related to the contract's objective.
