The contract timeline is as follows:

The contract takes effect from its notification date for an initial duration of 12 months. The estimated notification date is planned for the end of November. The beginning of the execution of services is planned for January 23, 2023, although another document states it will begin on January 23, 2027. The period between the notification date and the start of execution is for the contractor's preparation to set up the market.

The total duration of the contract, including renewals, cannot exceed 48 months. After the initial 12-month period, the contract is tacitly renewable three times for periods of 12 months each. The Public Purchaser (RPA) will inform the contractor of its intention to renew or not renew the contract by registered mail at least 3 months before the deadline.

The core scope of work for this tender involves the transport of various consumables and materials. The contractor is responsible for organizing the transport, detailing all phases from product pickup to delivery.

The products to be transported include:

• Consumables
• Supplies
• Non-hazardous laboratory reagents
• Various non-hazardous materials (e.g., IT, biomedical equipment)
• Solutions
• Mail
• Empty packaging

This list is subject to change during the contract term.

The requested services ("Prestations demandées") comprise:

• Loading products at the origin site as specified in the order.
• Delivery of pallets or "rolls" (Puma junior 2 type trolleys) within the agreed contractual deadlines.
• Unloading products at the recipient sites within their premises.
• Providing an extranet portal specifically for the service, compatible with the TMS LEO tool.
• Training for main users (four individuals in Rennes) on the provided IT tool.
• Supplying labels that conform to the proposed standard, including specific printers if necessary, for the entire duration of the contract.
• Managing administrative and customs formalities for product transport within Europe, as required.
• Handling the processes and costs associated with obtaining necessary badges, subscriptions, or passes for accessing and circulating within hospital sites where EFS locations are situated (e.g., a mandatory Q-Park subscription for the Brest Morvan site).

Additionally, the contractor is required to:

• Submit a Greenhouse Gas (GES) reporting in an Excel file at least once annually, during the first quarter of the subsequent year.
• This report must include, at a minimum, the total quantity of GES emitted in tons of CO2e per year.
• If possible, the report should also detail by energy type (gasoline, CNG, hybrid, electricity): the number of shipments, the number of handling units shipped, the total weight shipped, and the total kilometers traveled.

The financial framework indicates that the services are based on unit prices, as detailed in the BPU (Unit Price Schedule) and in accordance with the CCAP/CCTP. The framework agreement has no minimum amount but a maximum amount of 450,000 € HT.
