The contract timeline is as follows:

• Contract Start Date: The provisional start date for the services is set for October 2026, subject to the effective notification date of the market. However, the market is intended for the effective purchase of plane tickets starting from summer 2027.
• Total Duration: The framework agreement is concluded for an initial duration of one (1) year from its notification date. It is tacitly renewable for successive periods of one (1) year, with the total duration not exceeding four (4) years, all periods combined.
• Key Milestones/Phases:
• Internal census of eligible agents and instruction of files and attribution orders are to be completed before October N-1 (e.g., before October 2026 for the 2027 summer campaign).
• Purchase orders for the summer campaign related to vacation bonuses must be issued at least six (6) weeks before the desired departure date, and eight (8) weeks for specific destinations like La Réunion, Mayotte, Saint-Pierre-et-Miquelon, and Pacific destinations.
• Guaranteed processing times for each order include:
• Production and transmission of the timestamped GDS fare statement (with the three cheapest fares) within 24 or 48 working hours.
• Issuance and transmission of tickets after validation by the requesting service within 24 working hours.
• Delivery of tickets to the HR department a minimum number of weeks before the departure date.

• GDS processing and fare search: This entails receiving purchase orders, conducting exhaustive fare searches across all airlines using the Global Distribution System (GDS), providing a timestamped statement of the three cheapest fares, and coordinating with the requesting department and HR until validation. This is a flat fee per agent file, regardless of the number of beneficiaries or destination.
• Ticket issuance: This covers the issuance of electronic tickets, their transmission to HR, and the management of any subsequent modifications or cancellations within the stipulated timeframe. This fee applies per physically issued ticket, encompassing all passengers (agent and each beneficiary).
• Optional travel insurance: An optional service, activated only upon explicit request in the purchase order, provides a flat fee per file (agent plus beneficiaries). It covers guarantees such as travel cancellation, medical repatriation/assistance, and baggage damage.
• Guaranteed processing times: The service provider must adhere to specific deadlines for each "congé bonifié" purchase order upon receipt of a complete file. These include delivering the timestamped GDS fare statement within 24 or 48 working hours, issuing and transmitting tickets within 24 working hours after validation, and handing over tickets to HR a specified number of weeks before the departure date.
