Prestations de délestage de productique (conception, fabrication, usinage) au profit du périmètre du Pôle National de Matériels d’Environnement Air (PNMEA)

The contract has a total duration of seven (07) years, starting from its notification date.

The provisional timeline includes two main phases:

1. Candidate Selection Phase:

• Submission of application files is due on July 31, 2026.
• Review of application files and selection of admitted candidates will occur between August 2026 and September 2026.
• Results of the candidate phase, indicating retained and rejected candidates, will be communicated from early September 2026 to late September 2026.

2. Offer Submission Phase:

• The tender document (offer section) will be made available online on PLACE, and selected candidates will be invited to submit an initial offer between September 2026 and mid-October 2026.
• Initial offers are to be submitted between November 2026 and early January 2027.
• Negotiation phase(s) with each candidate will take place from December 2026 to January 2027.
• The definitive tender document (offer section) will be released online on PLACE in February 2027.
• Final offers are to be submitted in March 2027.
• The review of final offers and the selection of the most economically advantageous offer, along with internal commission validations, are scheduled for April 2027.
• Notification of the contract is expected in May 2027.

It is important to note that this planning is provisional and does not commit the buyer, and it will be adjusted based on the progress of the procedure.

The core scope of work for this tender involves outsourcing production services, specifically design, manufacturing, and machining, to support the National Air Environment Equipment Pole (PNMEA) of the armed forces. This aims to externalize "low value-added and/or time-consuming" activities to meet operational needs and manage the PNMEA's workload.

The tender is structured around three main service categories:

1. Engineering Design Services (Poste 1): This includes the conception of mechanical parts and/or assemblies based on functional specifications, with the goal of creating an operational prototype for in-house series production. Key deliverables under this post are:

• Analysis of needs and specifications, including gathering client requirements, technical constraints, expected performance, and standards.
• Preliminary design, which involves developing the general architecture, selecting main components, and creating 3D models.
• Analyses and simulations (e.g., structural, thermal, fluid, dimensioning).
• Detailed design, encompassing refinement of 3D models, creation of 2D production plans, material selection, and drafting of technical documentation (specifications, assembly instructions, Bill of Materials).
• Prototyping and validation, which involves fabricating prototypes using methods like 3D printing or CNC machining, conducting tests, and making necessary adjustments.
• Assistance for in-house series production.
• NATO codification services, to be outsourced to an approved company if required.

2. Manufacturing Services for Mechanical Parts and/or Assemblies (Poste 2): This involves the fabrication of aeronautical environmental equipment based on plans and technical specifications provided by the Air Force Repair Workshop 14-623 (ARAA 14-623). The required disciplines include:

• Mechanical machining (e.g., turning, milling).
• Boilermaking.
• Assembly.
• Mechanical cutting.
• Material resistance.

These services also include surface treatments (e.g., painting, galvanizing, phosphating, anodization) as specified. The contractor is responsible for suitable packaging and delivery to the BA 204 base in Mérignac or any other military site in metropolitan France and Corsica. Deliverables include conformity certificates, control files, and welding logs.

3. Service Management (Poste 3): This category covers the oversight and optimization of the contracted services:

• Monitoring of ordered services.
• Implementation of an annual progress plan, including an evaluation of contract execution and proposals for optimization actions.
