Prestations de maintenance, conception, realisation et support d’applications en technologie .Net

The contract is concluded for a firm duration of 2 years, starting from its notification date to the holder. It can be tacitly renewed twice, each for a period of 1 year, making the total maximum duration of the framework agreement 4 years.

The contract timeline includes three main phases:

• Phase d’initialisation (Initialization Phase): This phase begins at T0, which is the start date of services, and concludes at T1 (T0 plus a duration to be specified).
• Phase nominale (Nominal Phase): This phase starts at T1 and continues until the trigger date of the reversibility phase or the end date of the framework agreement.
• Phase de réversibilité (Reversibility Phase): This phase is triggered by the AMF at T2 and ends at T2 plus a duration to be specified.

The core scope of work for this tender involves maintenance, design, development, and support services for applications utilizing .NET technologies.

The statement of work summary and core deliverables include:

• Maintenance Services:
• Corrective and operational maintenance over six-month periods, with varying capacities.
• Initialisation and reversibility services for maintenance operations.
• Assistance during the Validation of Regular Service (VSR) phase, including incident resolution, anomaly correction, re-deliveries, and installation support.
• Specific deliverables during VSR, such as inventory, tests, and monitoring of anomaly and incident resolution.
• A reversibility service to transition to a new team over a one-month period.
• Unitary Services (UO):
• Project Management: Project steering and management tools (UO1).
• Design: Functional and technical design at simple, medium, and complex levels (UO2-1, UO2-2, UO2-3).
• Development/Implementation: Realization at simple, medium, and complex levels (UO3-1, UO3-2, UO3-3).
• Testing: Test execution services (UO4-1).
• Support: VSR support services (UO4-2), and assistance and support during working and non-working hours (UO5-1-2, UO5-1-3).
• Consulting: Audit or expertise services (UO5-1-1).
• Deployment: Deployment and preparation for production cutover services (UO5-2).
• Documentation and Deliverables:
• All documentary deliverables must be provided in electronic format, adhere to AMF's graphic charter and templates, be written in French, and be in Microsoft Office XML formats (.docx, .pptx, .xlsx, etc.).
• The contractor is responsible for the update, version management, storage, and archiving of all documentation, which becomes the property of AMF upon receipt.
• Depending on the contract context, specific documents required include: a description of the service's context and challenges, a list of functional components, external functional elements, logical functional diagrams, technical architecture diagrams, environment descriptions, base descriptions (if not AMF-hosted), lists of machines (if developed for AMF), URLs, privilege levels, exploited data, and functions manipulating data.
• The final delivery modalities for the initialisation service, including a list of provided deliverables, are also expected.
