    TENDER DESCRIPTION

This tender seeks a contractor for comprehensive maintenance, assistance, enhancements, and development services for the Decision Support system and associated decisional platform. The core scope involves operational maintenance and continuous improvement of the decisional platform and data usage, encompassing an incoming transition phase, a service provision phase with governance, operational maintenance (MCO), evolutions, projects, and monitoring/innovation service lines, followed by a reversibility phase. Key technical requirements include expertise in BiBoard (V17/V18), Java, HTML, Blueway Data Governance (ESB, BPM, MDM), Power BI, ETL XDI, Mantis, WinDesign Database, BO platform administration, and SQL. The contract is a framework agreement with purchase orders, initially for 12 months, renewable three times for 12 months each, up to a maximum duration of 48 months, with a maximum framework agreement value of 4,000,000€ excluding tax. Candidates must demonstrate a minimum annual turnover of 1,000,000 euros excluding tax, or 4,000,000 euros excluding tax for the total duration of the framework agreement including renewals.

    TENDER BRIEF

The contract has an initial duration of 12 months, starting from the date of notification. It is renewable, with 3 possible renewals, each lasting 12 months, making the maximum contract duration 48 months. The renewal type is tacit, and a non-renewal notice must be sent at least one month before the anniversary date of the market notification.

    Key phases mentioned include:

    • Transition entrante (Incoming Transition): This phase lasts a maximum of 3 months. Its objective is for the contractor to achieve real and verified autonomy, synchronize with the outgoing contractor's reversibility plan, and ensure the quality of service from day one of operation. Deliverables for this phase include a Quality Assurance Plan, Service Convention, audit report, initial reversibility plan, and training materials. This phase is considered complete when the contractor's team reaches the required competence, becomes autonomous, and the deliverables are validated.
    • Fourniture du Service (Service Provision): This phase covers all operational and governance service lines defined in the contract.
    • Réversibilité (Reversibility): This phase encompasses all operations involved in transferring the services to a designated third party or to the DSI, with a gradual reduction in the scope of services as transfers occur.

The core scope of work for this tender involves services for the operational maintenance and continuous improvement of the decisional platform and data usage. The service lifecycle is structured into three main phases: an incoming transition phase, a service provision phase, and a reversibility phase.

During the incoming transition phase, the contractor is expected to take over responsibilities, ensuring autonomy for subsequent phases. Key deliverables for this phase include a Quality Assurance Plan (PAQ), a Service Agreement, an inventory audit report, an initial reversibility plan, and adaptations to procedures and development standards if needed. Training materials for new entrants and a COPIL document model are also required. This phase covers activities such as reversibility for the common core, governance of the reversibility phase, and support for application infrastructure, specific infocenters, editor infocenters, Bi Board dashboards, and ETL XDI.

The service provision phase is organized into five service lines:

    • LS1 - Governance: Focuses on overall governance.
    • LS2 - Operational Maintenance (MCO): Covers the management of blocking and non-blocking incidents for specific BO, editor BO, BiBoard, and XDI, as well as the handling of catalog requests. It also includes the management of the technical base, encompassing governance, steering, continuous improvement, documentary maintenance, skills management, and recurring operational maintenance activities.
    • LS3 - Evolutions: Pertains to "very small evolutions," which include analysis, development, and testing activities, typically up to 5 days of development.
    • LS4 - Projects: Encompasses project management, expression of needs, analysis and specifications, developments, training, and expertise.
    • LS5 - Monitoring and Innovation: Involves producing semi-annual or quarterly syntheses of trend studies, evolutions, and innovations, and conducting Proof of Concept (POC) for prototyping identified solutions or approaches.

The reversibility phase involves activities such as reversibility for the common core, governance of the reversibility phase, and support for application infrastructure, specific infocenters, editor infocenters, Bi Board dashboards, and ETL XDI.

The contract is structured as a framework agreement with purchase orders, for an initial duration of 12 months, renewable up to three times for 12 months each, totaling a maximum duration of 48 months. The maximum amount for the duration of the framework agreement is 4,000,000€ HT.
