The contract takes effect from the date of its notification and has an initial duration of one (1) year. It is renewable two (2) times for periods of twelve (12) months each, allowing for a total potential duration of up to three years.

Key milestones and phases include:

• A transition period for the potential migration of the environment and the takeover of existing operations, which begins upon the notification of the contract.
• An initialization phase lasting two months, which consists of three steps: a knowledge acquisition phase, an initial transfer phase, and a transfer finalization phase.

The core scope of work for this tender involves Third-Party Application Maintenance (TMA) services for an Electronic Mail Management IT solution. This solution utilizes the "Maarch – open source core" in SaaS mode.

The Statement of Work (SOW) summarizes the following:

• Contract Type and Structure: A composite contract consisting of a fixed-price part and a framework agreement with purchase orders.
• Fixed-price Component: This covers hosting, including the provision of Test and Production environments, annual switching between these environments, and maintenance services.
• Framework Agreement Component: This allows for complementary services as needed, detailed in the unit price schedule.
• Key Deliverables/Services:
• Third-Party Application Maintenance (TMA) subscription, encompassing hosting and maintenance/assistance.
• Hosting: Provision of Test and Production environments, with an annual switch between them.
• Maintenance and Assistance: General maintenance and support.
• Project Management: Including piloting, process management, support, and assistance.
• IT Development: Covering development, integration, parameterization, and testing.
• Training: On-site and remote training sessions.
• Reversibility: Services related to the handover of the solution.
• Extended Hosting and Maintenance: Includes storage extension and specific connector maintenance (monthly costs).
• Migration: Migration of environments and data recovery.
• Connector Implementation: With an electronic signature pad ("Parapheur électronique") and with "Publik de chez Entr'ouvert".
• Existing System Takeover: Ensuring continuity of mail processing for all departments, preserving historical mail, and organizing a complete and secure knowledge transfer from the outgoing to the incoming provider. This initial phase is planned for two months.
• Obligation: The service provider is held to an obligation of result for all services, except for specific interventions qualified as an obligation of means.
• Duty: The service provider has a duty to advise, inform, and warn throughout the contract execution.
