The contract has an initial execution duration of twelve (12) months starting from its notification date. The contract is renewable for successive periods of twelve (12) months. The total duration of the contract cannot exceed June 14, 2030, which is also the date when the last renewal will end and the contract will terminate automatically. Renewal is tacit, and the contractor cannot refuse it. If Inserm decides not to renew, the contractor must be notified at least one (1) month before the end of the contract's validity. Purchase orders can be issued until the contract's expiration date, and their execution period cannot exceed three (3) months beyond this date.

The core scope of work for this tender involves providing translation services for institutional and scientific documents for Inserm headquarters.

The core deliverables and statement of work summary include:

• Translation Services: Written translation of documents from and into various languages.
• Classic Languages: English (UK/US) to French and French to English (UK/US).
• Specific Languages (on demand): Spanish (Spain) to French and vice versa, German to French and vice versa, Russian to French and vice versa, Mandarin to French and vice versa, Japanese to French and vice versa, and Portuguese (Portugal) to French and vice versa.
• Revision Services: Meticulous comparative examination of source and target texts to detect mistranslations, nonsense, wrong meanings, omissions, and terminological errors, as well as stylistic and linguistic review. Revision can be requested by Inserm to be performed by a different translator.
• Transcription and Subtitling Services:
• Transcription: Transcribing the audio track of a video into the original language or a target language (French or English), with the deliverable being the transcribed document in Word format.
• Subtitling: Adding text subtitles at the bottom of a video in the original language (French or English) or a target language (French or English), with the deliverable being the subtitled video.
• Deliverables Format: Translations are to be provided as files in the same format as the source (e.g., Word, Excel, PowerPoint, OpenOffice), with other formats possible upon request. For non-modifiable elements, translations are integrated using text boxes or basic tables. Deliverables are generally dematerialized (via email or FTP server).
• Operational Requirements: The selected provider must demonstrate high reactivity and ensure uninterrupted service delivery. All translations must be signed by their authors for identification purposes. Inserm will issue purchase orders, and the provider must submit a quote within three working days, detailing word counts (source, repeated, glossary words), potential delivery based on volume, and surcharges for urgent work without additional billing for quote preparation. The provider is responsible for all translators, revisers, and proofreaders involved in the services.
