• Operational Evaluation: Intermediate Report and Final Report: These are indicative milestones. Approval of the latest intermediate operational evaluation reports triggers a 25% payment.
• Impact Evaluation: Intermediate Report and Final Report: These are indicative milestones. Approval of the intermediate impact evaluation reports triggers a 25% payment.
• Thematic/Ad hoc analytical notes: These can be requested.
• Final Evaluation Report: Due by May 2, 2029. Approval of the Final Evaluation Report triggers a 30% payment of the total amount. The independent evaluation must conclude by June 30, 2029, with the transmission of the impact evaluation to the European Commission.

This service aims to monitor the program's progress, foster learning, and support its future developments through an independent, evidence-based assessment of the IPA ADRION Program. The evaluation encompasses all Priority Axes and Specific Objectives as defined in the IPA ADRION Program document.

Key aspects of the operational evaluation include analyzing effectiveness, efficiency, relevance, coherence, and the European Union's added value, focusing on Policy Objectives, Specific Objectives, and related indicative actions.

The core deliverables include:

• Inception Report: To be submitted within one month of contract signing, detailing the methodological approach, data collection tools, work organization, risk management, and indicative schedule for deliverables.
• Progress Reports: Semi-annual reports on the evaluation's progress, preliminary results, difficulties encountered, and proposed solutions.
• Intermediate Operational and Impact Evaluation Reports: Providing an overview of evaluation activities and preliminary results, to be presented to the IPA ADRION Monitoring Committee.
• Thematic/Ad-hoc Analytical Notes: Short analytical documents to support timely decision-making on emerging strategic issues.
• Preliminary Final Operational and Impact Evaluation Reports: These reports will offer a comprehensive overview of the evaluation, including context, objectives, methods, data sources, results, conclusions, and recommendations based on the Terms of Reference (ToR) and Inception Report.
• Final Evaluation Report: A draft containing results, conclusions, and recommendations, considering observations from the Monitoring Committee and Management Authority, to be transmitted by May 2, 2029. This report must provide a comprehensive view of evaluation results for the entire programming period, including an Executive Summary, scope and objectives of the evaluation, methodology, data sources, analysis, results, conclusions, and recommendations.

All deliverables must adhere to professional standards, be complete, coherent, based on objective and documented evidence, clearly present results, conclusions, and recommendations, and be provided in an electronic format suitable for review, publication, and dissemination. Recommendations should be realistic, operational, and proportionate. The overall evaluation, including the transmission of the impact evaluation to the European Commission, is to be concluded by June 30, 2029.
