Procedura aperta ai sensi dell’articolo 155 comma 1 e dell’articolo 71 del D.Lgs. n. 36/2023 e s.m.i., per l’affidamento del Servizio di integrazione, configurazione, messa in esercizio e digitalizzazione dei sistemi ITS, dell’intera flotta ARST secondo le specifiche regionali di interscambio dati TPL.

The contract timeline is structured as follows:

• Total Duration: The overall duration of the contract is 24 months, consisting of 12 months for installation and an additional 12 months for warranty.
• Contract Start Date: The planned start of works for the regional project is November 2026. This date may be adjusted based on the actual commencement of works, but all subsequent timings will remain unchanged from that effective start date.
• Key Milestones and Phases:
• Phase A: Avvio attività (Start of activities): November 2, 2026 – November 16, 2026. This phase includes the kick-off meeting and project initiation.
• Phase B: Piano di progetto di dettaglio (Detailed project plan): November 17, 2026 – January 31, 2027. This phase involves defining the project, pilot project, test plan, and subsequent approval.
• Phase C: Progetto Pilota (Pilot Project): February 1, 2027 – April 30, 2027. This includes configuring the test environment and installing two test trams.
• Phase D: Test apparati installati presso ARST (Testing of equipment installed at ARST): April 1, 2027 – April 30, 2027. This involves activating and controlling the pilot project and reviewing documentation, leading to provisional testing.
• Phase E: Installazione tram e sviluppo DWH (Tram installation and DWH development): April 15, 2027 – August 31, 2027. This includes configuring the production environment, developing the Data Warehouse, and full fleet installation.
• Phase F: Configurazione finale e Formazione (Final configuration and Training): September 1, 2027 – September 15, 2027. This phase covers training for workshop and administrative staff, and final system configuration.
• Phase G: Collaudo Definitivo (Final Testing): September 16, 2027 – October 15, 2027. This involves the definitive delivery of the system and technical/administrative controls.
• Phase H: Go Live: October 18, 2027 – November 3, 2027.
• Phase I: Garanzia (Warranty): November 4, 2027 – November 4, 2028 (1 year).

Payment Milestones are linked to these phases:

• Anticipation (30%): Upon contract signing and effective start of works (corresponding to Fase A).
• SAL 1 (5%): Upon delivery and approval of the Detailed Project Documentation (Fase B).
• SAL 2 (5%): Upon execution of the Pilot Project and signing of the Provisional Testing (Fasi C and D).
• SAL 3 (20%): Upon procurement and preparation of onboard and central infrastructures (Fase E).
• SAL 4 (10%): Upon completion of onboard system installation on the Cagliari fleet (Fase F).
• SAL 5 (10%): Upon completion of onboard system installation on the Sassari fleet (Fase G).
• SAL 6 (10%): Upon completion of central integration, Data Warehouse, and regional interoperability (Fase H).
• SAL 7 (10% Final Balance): Upon issuance of the Definitive Testing Certificate, training, and go-live, including activation of contractual guarantees (Fase I).

The core scope of work for this tender involves the "turnkey" realization of a complete Intelligent Transport System (ITS) for the ARST metro-tram fleet (15 trams), including integrated video surveillance and passenger counting subsystems, an on-board system, device management, fleet control (AVM), and the development of a centralized Data Warehouse platform.

The Statement of Work summary includes:

• Project Phases: Management of design and tender processes, followed by the management of work execution by the awarded supplier.
• Design and Tender: This phase encompasses a feasibility study (analyzing ARST's current situation, identifying needs and gaps, proposing market solutions, and considering the budget), detailed technical-economic project design, approval by the RAS, and the complete tender procedure (drafting documents, evaluating offers, and awarding the contract).
• Execution and Deliverables:
• The contractor must develop detailed project documentation in coordination with ARST personnel and consultants.
• A pilot project must be defined and implemented.
• The project includes the supply and installation of all necessary hardware and software for the ITS system and its subsystems, along with all services for implementation and warranty maintenance.
• Specific hardware for 15 vehicles includes On-Board Computers (AVM) with GPS, Switches, 4G LTE/5G Routers + Antennas, passenger counters, comprehensive video surveillance systems (videorecorders, SSDs, alarm buttons, various cameras), and driver monitors.
• Centralized software systems include an integrated ITS for reporting, device management, integrations, APIs, web services, and data exchange.
• Integration of AVM, video surveillance, and passenger counting subsystems is required.
• Development of a Data Warehouse (DWH) is a key deliverable, featuring frequent updates, operational and historical Key Performance Indicators (KPIs), and advanced analytics.
• All activities, including supply, installation, configuration, integration, testing, commissioning, and system activation, must be completed within a maximum of 12 months from the contract start date.
• The contract also explicitly covers personnel training, assistance, and integrated warranty services.
• Security: The contractor must ensure compliance with cybersecurity and data protection requirements, adhering to AgID guidelines and ACN/NIS2 directive standards.
• Contract Duration: The overall contract duration is 24 months.
