Procedura aperta mediante Accordo Quadro con più oo.ee., avente ad oggetto i servizi di ingegneria e architettura per PFTE e PE per la verifica e Direzione lavori fino al collaudo, per interventi da svolgersi nei Paesi di interesse della Repubblica Italiana nell’ambito del Piano Mattei, delle iniziative promosse da AICS e dell’Asia centrale e dell’Africa.

The contract timeline is as follows:

• Total Duration (Framework Agreement): The Framework Agreement has a duration of 36 months starting from its stipulation. It may be extended for an additional 12 months.
• Start Date (Framework Agreement): The duration commences from the stipulation of the Framework Agreement.
• End Date (Framework Agreement): The Framework Agreement will cease to be effective after 36 months, even if the estimated total amount has not been fully utilized, or upon the exhaustion of its contractual value.
• Key Milestones/Phases (within Executive Contracts):
• Assistance/Support to RUP for Project Address Document Definition: Normally within 30 consecutive calendar days from formal service delivery, but never exceeding 60 days.
• Definition of Investigation Plan for PFTE Start: Within 30 consecutive calendar days from formal service delivery.
• Drafting of PFTE: Between 90 and 150 consecutive calendar days from the completion of the investigation plans.
• PFTE Adjustment (if required): Within 30 days from the notification of prescriptions by competent authorities.
• Drafting of Executive Design: Within 30-60 consecutive calendar days from the approval of the PFTE.
• Works Management and Safety Coordination: For the entire duration of the works under the executive contract, from the date of delivery of the works to the executing company until the issuance of the testing or regular execution certificate.

The execution terms for individual executive contracts will be detailed within those specific contracts and will start from their formal signing or service activation. These timelines are subject to modification based on the regulations in the countries where the services are performed.

The core scope of work for this tender involves providing specialized engineering and architecture services, technical support, and assistance for testing in countries of interest to the Italian Republic. These activities fall within the framework of the Mattei Plan and development cooperation promoted by the Italian Agency for Development Cooperation (AICS) in Central Asian and African countries.

The Statement of Work and core deliverables include:

• Studies and professional, technical-procedural, administrative, and legal support.
• Specialized activities for drafting technical-economic and detailed elaborations, such as:
• Technical support for the preparation of the Project Address Document (DIP).
• Support to the Single Project Manager (RUP), including supervision, coordination, and verification of design phases, as well as assistance in project validation and programming.
• Technical-Economic Feasibility Design (PFTE).
• Executive Design (PE).
• Safety Coordination during the Design and Execution Phases.
• Geotechnical, geognostic, geological, and general environmental reports.
• Works supervision (Direzione Lavori) and the operation of the works supervision office.
• Technical support and assistance for testing/commissioning (collaudo).
• All necessary services, supplies, and provisions required to fully complete the service.
