The contract timeline is as follows:

The agreement becomes binding upon being signed by both parties after the procurement is complete. Following the signing, the Supplier is responsible for implementing, configuring, commissioning, and undertaking other preparatory actions necessary for the Service to be ready for use by Region Halland.

The operational service period officially begins at "Godkänd driftsättning" (Approved commissioning), which is the point when the Service has been commissioned and Region Halland has approved its use within the organization.

The initial contract duration for the ongoing service period is four (4) years from the date of "Godkänd driftsättning". Region Halland has the option to extend the agreement for two additional periods, each lasting two (2) years. This means the contract can run for a maximum total of eight (8) years from "Godkänd driftsättning", in addition to the initial implementation phase. Region Halland must provide written notice to the Supplier of its intent to exercise an extension option at least three (3) months before the current service period expires.

The core scope of work for this tender is to provide a project management tool that functions as a central business support system for Regionfastigheter's investment and construction project activities. This tool is intended to support the planning, implementation, follow-up, and control of construction and property-related projects within the public sector, specifically those conducted using a phase-divided project model with formal decision points and multi-year financial tracking.

The statement of work summarizes the provision, introduction, commissioning, operation, support, maintenance, updates, and ongoing management of this cloud-based service (SaaS). The delivery includes necessary licenses and access to standard functionality, without requiring customer-unique development. It also encompasses implementation and configuration services to adapt the system to Regionfastigheter's specific project model and working methods, as well as training services. The agreement covers all functionalities, user rights, integrations, documentation, and commitments detailed in the procurement documents.

Key deliverables and capabilities include:

• Structured project management: Enabling structured planning, implementation, and follow-up of projects.
• Traceability: Ensuring traceability of decisions, changes, and project development over time.
• Overview: Providing a comprehensive overview of projects, their status, finances, and interdependencies.
• Collaboration: Facilitating effective collaboration between internal and external stakeholders.
• Information Management: Structured handling of project-related information and documentation, including orderly preservation and handover for management and follow-up.
• Adaptability: Supporting established working methods and decision processes within public property management, with follow-up capabilities at both project and portfolio levels.
• Accessibility: The service must be delivered as a cloud-based (SaaS) solution, accessible via web browsers without local client software installation, and support mobile usage where relevant.
• Scalability: The system must have the capacity and scalability outlined in the procurement documents.
• Security: It must meet regional requirements for information security, access control, and traceability.

Additionally, Region Halland retains the right to expand the use of the service to other internal project, assignment, or development activities that require similar digital support.
