The contract timeline is as follows:

The contract will be valid from the date of signing or from the start date of the preliminary assessment activities aimed at migration planning.

The assessment and migration activities must be completed within a maximum of 10 weeks from the start date, unless otherwise agreed upon by the parties. The overall work plan and schedule are structured over 12 weeks.

Upon the signing of the positive Collaudo (testing) report, the 36-month period for cloud services, DaaS, cybersecurity, maintenance, and technical support will commence.

The contracting authority reserves the right to extend the contract for one or more periods, up to a maximum total additional duration of 30 months. Additionally, the contracting authority may extend the contract for a maximum of an additional 24 months under the same technical and economic conditions. A technical extension is also possible for the time strictly necessary to conclude the procedures for identifying a new contractor.

Key milestones and phases within the initial 12-week migration plan include:

• Phase 1 - Assessment and Planning: Includes Kick-off and formal start (Week 1), DaaS infrastructure assessment, Exchange 2019 assessment, and the development of Migration, Rollback, and Communication Plans.
• GATE 1: Formal approval of the Migration Plan, scheduled for Week 3.
• GATE 2: Signing of the positive Collaudo report, authorization of Day Zero, and commencement of contractual SLAs, scheduled for Week 9.
• Day Zero: Activation of the new DaaS in production, with a specific date of March 27, 2027.
• Phase 5 - Parallel Operation: This phase lasts 10 days, with a rollback window active during Weeks 9-10.
• GATE 3: Verification after 10 stable days from Day Zero, expiry of the rollback window, data validation, and signing of the Switch-Off report, scheduled for Week 11.
• Switch-Off: Definitive decommissioning of the old DaaS, with a specific date of April 11, 2027.
• Project Closure: Attestation of secure data deletion and formal project closure, scheduled for Week 12.

The core scope of work and statement of work for this tender involve the comprehensive migration and modernization of the Consorzio's IT infrastructure and services. The project is focused on migrating the existing Desktop as a Service (DaaS) infrastructure to a new high-performance, resilient, scalable, and secure cloud environment.

Key activities and deliverables include:

• Migration of DaaS Infrastructure: Transitioning VM1, VM2, Storage, and Active Directory domains to the new cloud infrastructure, ensuring performance equal to or better than the current system.
• Email System Migration: Migrating the corporate email archive (excluding PEC) from Exchange Server 2019 to a new tenant for 85 users, aiming for 100% mailbox migration without data loss.
• Application Migration: Migrating the Protocol application (Datagraph) and its associated SQL database, ensuring full functionality with no record loss.
• Office Automation Adoption: Implementing a new Office Automation suite, providing 85 user licenses.
• Cyber Security Enhancement: Achieving compliance with NIS2 regulations, including the activation of Next-Generation Firewalls (NGFW), Multi-Factor Authentication (MFA), and vulnerability assessments.
• Backup, Replication, and Disaster Recovery: Activating a multi-level backup system, synchronous geographical replication (Digital Twin), and robust disaster recovery solutions with specified Recovery Point Objectives (RPO) and Recovery Time Objectives (RTO).
• Project Planning and Assessment: Development of a detailed Migration Plan, Rollback Plan, and Communication Plan, preceded by an assessment of the current DaaS infrastructure and Exchange environment.
• Testing and Validation: Conducting testing, start-up, and a test period, including a defined rollback procedure if necessary, followed by a formal project sign-off.
• Ongoing Management: Providing management, maintenance, 24/7 monitoring, and technical support for the duration of the contract.

The project follows a structured timeline with specific phases, starting with assessment and planning, followed by the setup of the new infrastructure, migration activities, and a final switch-off after successful testing.
