The total duration of the contract is 45 months. The order to commence the execution of works will be issued only after the financing contract for the investment objective is signed. If the financing contract is not signed within 6 months of the Technical Project approval, the Contracting Authority reserves the right not to initiate the execution of the works.

The core scope of work for this tender is the design and execution of rehabilitation works for the Administrative Palace located at Bulevardul Eroilor nr. 5, Brasov. The objective is to increase seismic safety and improve the technical, functional, and energy performance of the building through structural consolidation and rehabilitation.

The Statement of Work (SOW) summary and core deliverables include:

• Realization of design services based on the design theme from DALI, encompassing necessary studies for obtaining DTAC (Technical Documentation for Obtaining Construction Permits), PT (Technical Project), execution details, and DTOE (Technical Documentation for Execution Organization).
• Technical assistance provided by the designer during the execution period until the final reception of the works.
• Execution of all necessary works for structural consolidation and rehabilitation.
• Preparation of technical documentation for obtaining necessary approvals.
• Preparation of the technical project and execution details.
• Verification of the technical project.
• Construction and assembly works.
• Installation of technological and functional equipment that requires assembly.
• Provision of endowments (fittings/furnishings).
• Management of expenses related to site organization.
• Training and preparation of operating personnel.
• Conducting technological tests and trials.
• Ensuring building accessibility for people with motor disabilities through adaptations such as elevators, ramps, and dedicated sanitary facilities.
• Modernization of existing installations to meet current comfort, energy efficiency, and operational safety standards.
• Implementation of fire prevention and safety systems to comply with current regulations, protect lives and property, and adhere to the requirements of the County Directorate for Culture.

The contractor is responsible for the complete cycle of designing, executing, testing, and commissioning the works to ensure the investment objective meets specified performance requirements.
