    The project is structured around a two-stage Design and Build procurement route. Initially, the consultant will provide professional services for RIBA Stages 0–2, focusing on land acquisition support, pre-planning activities, and design development.

    The appointed consultant will act as the Client Representative for NWAS and will assist in developing an Outline Business Case (OBC) in collaboration with the design team.

    Key tasks and deliverables include:

    • Providing comprehensive pre-construction financial and budget advice.
    • Agreeing upon and monitoring timescales with the design team.
    • Assisting with the appointment of necessary expert consultants.
    • Supporting the preparation of the Outline Business Case by providing required information.
    • Conducting pre-appointment checks on the construction team.
    • Offering advice on value engineering and methods to reduce financial risk.
    • Reviewing existing documentation, such as asbestos reports, drain surveys, flood risk assessments, ground condition surveys, topographical surveys, and pre-planning advice.
    • Performing initial site visits and surveys with the client to define the brief and scope of works.
    • Facilitating design meetings to ascertain NWAS requirements for design development.
    • Supporting the Trust in identifying efficiency opportunities from environmental reviews, including social value, whole life carbon assessments, life cycle costing, circular economy, waste management, carbon reduction, energy metrics, materials and resource efficiency compliance, and procurement.

    Fee proposals are also required for RIBA Stage 3 onwards, anticipating continued support through detailed design, construction, and final delivery, with phased appointments.
