Project Phases:

• Development Phase (RIBA 2-3): Expected to run from the consultant's appointment until the end of 2027.
• Delivery Phase (RIBA 4-6): Anticipated to run from June 2028 to the end of March 2032, including defects rectification.
• Continuation to the Delivery Phase is subject to a break clause, contingent on performance, obtaining all necessary permissions and consents, and a successful Round 2 pass from The National Lottery Heritage Fund.

The core scope of work for this tender is to provide Quantity Surveyor Consultancy Services for the "Reimagining Margam Castle" project, which aims to develop a Round 2 application to The National Lottery Heritage Fund (NLHF) to unlock a full grant. The appointed consultant will operate under the JCT Consultancy Agreement (Public Sector) 2024.

The Statement of Work summary and core deliverables include:

• Development Phase (RIBA Stages 2-3):
• Assessing budget assumptions, preparing initial cost plans aligned with NLHF and client funding, and benchmarking against similar projects.
• Developing elemental cost plans, providing option appraisals, value-for-money analysis, and advising on phasing, cashflow, programme impacts, and inflation.
• Advising on allowances for design development, risks, and contingency, and maintaining cost elements of the Project Risk Register.
• Providing commercial advice on procurement options, supporting the preparation of a procurement strategy compliant with the Procurement Act 2023.
• Providing cost data for funding submissions, the NLHF Round 2 application, and business case reporting.
• Providing lifecycle and planned maintenance cost inputs to inform the 10-Year Management and Maintenance Plan and ensuring compliance with NLHF requirements.
• Technical Design and Tender Phase (RIBA Stage 4):
• Preparing detailed pre-tender estimates and updating the cost plan to reflect the final design.
• Preparing pricing documents, setting out preliminaries and pricing assumptions, and ensuring consistency with drawings, specifications, and NBS.
• Managing commercial tender queries, analysing tender returns, managing price clarifications, reporting tender prices against pre-tender estimates, and preparing a tender report for the Client and NLHF.
• Advising on value-for-money and risks, providing commercial advice for contractor selection, assisting in final negotiations with the preferred contractor, and confirming the accuracy of the contract sum.
• Stage 4-6 Delivery Phase (Optional Services): This phase includes assistance in final negotiations with the preferred contractor and confirmation of the contract sum in the contract documents.

Tenderers are required to submit a fixed lump sum fee proposal covering all costs and expenses for the entire project.
